Job Description:

Context

World Vision is a Christian relief, development and advocacy organization working to improve the quality of life of people, especially children who are marginalized and living in poverty. World Vision helps all who are in need, regardless of their religion, race, ethnicity or gender. As a child-focused organization, World Vision International in Vietnam’s work focuses on children, ensuring they are protected and their basic needs are met. World Vision International in Vietnam (WVIV) has been funded by 13 support countries in Europe, Asia, the Americas, and Australia. Funding of WVIV consists of sponsorship program funding (70%) and Private Non-Sponsorship (PNS)/grants (30%). WVIV employs about 400 staff, of which 99% are Vietnamese nationals.

WVIV is operating in 25 Area Programs (AP) in 4 zones: North 1 (Dien Bien, Ha Noi, Hai Phong), North 2 (Thanh Hoa, Hung Yen, Quang Ninh), Central (Quang Nam, Quang Tri, and Da Nang), and South (Quang Ngai, Ho Chi Minh, DakNong). WVIV’s AP usually focuses on one administrative district of a province which populated by ethnic minority people with high rates of poverty. A uniqueness of WVIV’s Development Program Approach (DPA) is that AP team members are based at the district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Besides the APs, WVIV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.

The project “Empower Children with Autism or Intellectual Disability” (ECAID) is a special project aimed to enhance equal rights of children with autism or intellectual disabilities in Son Tra and Lien Chieu districts, Danang city, Vietnam.

From 1 October 2024 to September 2027 (3 years), the project plans to achieve 3 main outcomes:

To strengthen the voice and leadership of children with autism or intellectual disabilities in community and school in Da NangTo enable an inclusive environment for children with autism or intellectual disabilitiesTo ensure effectiveness of the implementation of current policies for children with autism or intellectual disabilities and their caregivers/family members.

Besides, a good DME (Design, Monitoring and Evaluation) system will be enhanced to ensure the quality of the project implementation and impact to be recorded vividly.

Major Responsibilities

1. Leadership and People Management

Leadership and people management are provided to the Project Team in planning, implementing, and monitoring ECAID project outputs and activities as described in the project design and log frame.Semi-annual and year–end performance reviews/management are undertaken.Team members are developed into effective empowerment approach to ensure the team is capable of carrying out quality work to support Children with Autism or Intellectual Disability.Work closely with 2 APs and related stakeholders during the implementation of ECAID.Assistance is provided in analysing and planning for appropriate staffing levels and developing job descriptions for team members and support staff.Lessons learned from ECAID project are obtained and utilized.Effective integration of ECAID activities into existing WVV APs in the zone as much as possible.

2. Co-ordination and Relationship

Coordinate with staff of two APs to implement the approved project activities effectively as well as to integrate project activities for higher impact.Work closely with the CP&P officer and APs to have good integration of the ECAID project with Child Protection interventions of the project to successfully achieve the project outcomes as specified in the approved proposal.Well cooperate with zonal technical staffs of CP&P, Health and Nutrition, relevant local agencies to ensure sufficient technical support for project implementation.Effective build working relationships with provincial and district officials are built and nurtured.Effectively establish work relations with project partners in Lien Chieu and Son Tra districts to implement project activities effectively.Represent WVIV in external meetings and act as the contact person with relevant government officials.Effective working relationships with relevant association, organizations including the Disabled Persons Organization of Danang city are built and nurtured.Effective working relationships with Regional Program Manager and CPP, H&N TPs are built and nurtured.Effective links with the wider target community is built in order to raise awareness of WVV’s philosophy and approach to development in general and to ECAID measures in particular and foster the ownership and participation of the community in ECAID activities.Effective communication with World Vision Finland, WVV Grant and Acquisition Management (GAM) on the progress of ECAID project.

3. Monitoring and Evaluation

Facilitate regular reflection meetings (at least once a month) with project staff and take timely corrective actions to address the gap of project implementation. The outcomes of reflection reports are submitted to Zonal Manager for further support if needed.Coordinate with project staff to collect and analyse monitoring data as regulated;Prepare project quarterly, semi-annual report and annual report according to the SO’s requirements.

4. Finance and Administration

Financial policies and procedures are followed and the integrity of financial documents, procedures and reports is ensured by liaising with the Finance Department. Financial reports are monitored and used as management tools for evaluating Project progress.The Project office is organized and well maintained.              

5. HEA-DRR

Take Disaster Risk Reduction – Response to Climate Change (DRR-RCC) into account when designing, implementation, M&E of Project’s activities to ensure that climate change and disaster risks can be addressed and reduced. He/she is also expected to lead, coordinate with functional departments, join emergency response in the targeted Area Program when needed to ensure humanitarian standards and accountability.

6. GAM/PNS Acquisition and Management

Proposal development:Participate in proposal development by analysing the context, identifying community needs, facilitating needs assessment, identifying and estimating target beneficiaries disaggregated by multiple aspects (gender, disability, ethnic minority, etc.)Engage with local government and local partners such as mass organizations, the private sector on the field during proposal designWork with Enterprise Risk Management Senior Officer in risk assessment of the proposed projectDonor, SO and partner engagement:Ensure donors are engaged in the field through effective field visits and responsive communicationsEngage with Support Offices on other PNS opportunities when assigned.Establish partnerships with local non-governmental organisations, government entities and the private sector in the implementation of projects.

7. Others

Manage directly the safety and security within the team based on WVV guidelines, through security assessment, planning and management.Prepare and update regularly the risk registers for the teamIdentify and mitigate the risks that could impact the achievement of goals of the teamPerform other duties as assigned by the manager to contribute to the team performance

Job Requirements

At least 8 years’ experience in relief and development work, be independent in managing projectExperience in INGO-funded project planning and implementation.Bachelor degree in education, public health, community development, social work, business administration or related fieldCertification in Project Management preferredConceptual understanding of and commitment to development work, especially value-based, child-focused, community-based development concepts, approaches and processes.Demonstrated leadership skills, including leading, building, and supporting a team with diverse roles and capacities.Skills in facilitation of development processes, including organization and mobilisation of communities and networking among different development partners.Demonstrated capacity in program management, with conceptual understanding and required competency in DME functions and financial management.Strong interpersonal skills and well-developed written and oral communications skills in Vietnamese and English, especially report writing skills.Solid computer and internet skills in Word, Excel, PowerPoint, Outlook, Ms. Team, virtual tool and other system.Ability to think critically and reflect.Asset skill in Proposal writing or fundraisingWillingness to support articulate and demonstrate World Vision’s core values in meaningful ways to colleagues, partners, donors, children and communities.

Travel Requirement

The position requires ability and willingness to travel domestically up to 40% of the time.
