Job Description
The approximately 345 employees of the Iowa Department of Agriculture and Land Stewardship (https://iowaagriculture.gov/) (IDALS) are responsible for a wide range of programs that affect the quality of life of every Iowan. Both Iowans living on the farm and those in our towns and cities are impacted almost daily by the work of the Department.
The Weights & Measures Inspector is charged with the enforcement of Iowa Code chapters 208A, 210, 212, 214, 214A, 215, 215A, and Iowa Administrative Rules chapter 85, pertaining to commercial weighing and measuring devices. IAC chapter 85 also adopts the National Institute of Standards & Technology (NIST), as adopted by the National Conference on Weights and Measures, Handbooks 44 and 130. Evaluating Information to Determine Compliance with Standards - Using relevant information and individual judgment to determine whether events or processes comply with laws, regulations, or standards
Primary Job Duties Include:
LIQUID MEASURING DEVICES/ FUEL DISPENSERS:
Inspect and test of liquid measuring devices to include but not limited to: retail motor fuel dispensers, linear measuring devices, petroleum gas measuring devices, tank meters on delivery trucks, load rack meters, propane and compressed natural gas vehicle fueling points, mass flow meters, liquid petroleum gas(LPG); check equipment for wear, malfunctioning, or other problems; calculate allowable tolerance; determine if devices are within compliance; remove and release from service in order to protect the public and business owners from inaccurate scales and measuring devices.
•Perform petroleum inspections
•Investigate violations and consumer complaints
•Maintain testing equipment and standards
•Preparation and maintain files, records or reports and determine type of tests in accordance to Iowa Code, Iowa Administrative Rules and NIST Handbooks
COUNTER/SMALL CAPACITY SCALE INSPECTION & TESTING.
Inspecting and testing small capacity scales involves several types of scales with capacities of less than 500 lbs. The types include, but are not limited to, counter scales, gram scales, or platform scales. Inspection involves:
• Preparation of necessary state forms and reports, and the determination of the type of test necessary for each specific device, according to Iowa Code, Iowa Administrative Rules and NIST Handbooks.
• The physical aspect of moving various weights to and from the device being tested.
• Comparing the results of the test to the criteria and determining if the scale passes or fails.
• If the device does not pass the test, determine necessary follow up, such as regulatory action and/or retesting.
• Communication, written and oral, with the proper authority at the facility.
• Input all inspection data into applicable computer database.
OTHER DUTIES ASSIGNED BY THE WEIGHTS AND MEASURES BUREAU CHIEF.
• Organizing, Planning, and Prioritizing Work - Developing specific goals and plans to prioritize, organize, and accomplish your work Includes, but not limited to ongoing training and skills building, equipment maintenance, itineraries, etc.
Essential Job Competencies:
· Inspect liquid measuring devices which require squatting, kneeling, bending and climbing a ladder to a height of 15 feet. Advising customers of current regulations.
· Inspect and test small capacity scales which require carrying up to 50 lb. weights chest high.
· Maintains a valid driver's license.
· Enters data into the WINWAM computer program that requires basic computer knowledge (Windows, Microsoft Office, Outlook, Adobe, etc.).
· Prepare technical and scientific reports
· Adhere to strict safety and housekeeping standards as required by businesses visited.

Minimum Qualification Requirements
Graduation from high school or G.E.D. and one year of experience in one of the following areas:
+ Using moisture measuring devices and equipment to determine the moisture content of agricultural products or foodstuffs;
OR
+ using, operating, or repairing heavy commercial scales;
OR
+ operating a gasoline service station, bulk tank truck LP gas truck or distribution equipment used in petroleum industry or as a service attendant;
OR
an equivalent combination of experience and education substituting one year of experience in one of the above areas for one year of the required education, with a maximum substitution of four years.
