The selected consultant will perform application development and technical support tasks to support the various ODPS Divisions and business areas.
The selected consultant will work closely with the designated I.T. supervisor, project managers and other developers in an agile development environment. The work scope of the consultant will include requirements gathering, application design, application development, testing, deployment and technical support.
The project assignments may include, but are not limited to the following:
· Driver License System
· Withdrawal Management System
· Vehicle Registration System
· EMS Applications
· Other projects as assigned.
The 3 DMV related systems that are listed maintain critical data on Ohio’s drivers and vehicles. These systems contain sensitive personal data and interact with numerous law enforcement, state and federal agencies. With the replatforming, the systems must provide easy transport mechanisms to move data in and out of the newly redesigned databases.
During the interview process with the ODPS staff, the resource consultant must demonstrate competence/experience in their specific area(s) of project assignment. The resource’s experience must also be documented for review and verification. Offered resources not showing technical or functional competence/experience will be sufficient reason to reject the Offeror’s proposal. It is the responsibility of the Offeror to pre-screen their candidates to ensure compliance.
The ODPS has estimated that it will require one (1) full-time resource to provide up to eight hundred (600) hours for Fiscal Year 2013 (FY13), and two thousand (2000) hours in FY14 to complete this work.

1. 5 years of verifiable experience as a Senior .Net Web Developer utilizing the ASP.NET MVC Framework at least 4 years
2. 5 years of verifiable .Net experience utilizing C – Sharp (C#)
3. 5 years of verifiable experience with SQL Server Database Design and development including optimization of queries, creating tables, views, stored procedures, and functions.
4. 1 year of verifiable data conversion experience to SQL Server
5. 2 year of verifiable Service Oriented Architecture (SOA) experience developing and securing Windows Communication Foundation (WCF).
6. 1 year of verifiable experience utilizing Visual Studio 2010.
7. 6 months of verifiable SQL Server Reporting Services (SSRS) and SQL Server Integration Services (SSIS) experience.
8. 1 year experience or a demonstrable understanding of N-tier environments as it relates to development and deployment.
9. 1 year experience or a demonstrable understanding of code repository strategies, code promotion strategies and recovery using Team Foundation Server.
10. 2 years of verifiable experience implementing and configuring the “Microsoft Enterprise Library” for auditing, logging and data access.
