Summary Statement
The City of Boise is seeking a Water Renewal Performance Manager to drive data-informed strategies that improve the efficiency and sustainability of our water renewal operations. This role focuses on optimizing wastewater collection and treatment processes from source to facility while developing policies, procedures, and methods to enhance overall utility performance. The manager provides leadership, supervises staff, and oversees complex interdisciplinary projects to ensure operational excellence. Essential Functions
Performs the full range of duties (with appropriate managerial review), including hiring, evaluating, promoting, and assigning duties; correcting inappropriate actions or behavior through communication and coaching, initiating discipline or termination as needed; and overseeing employees or a group. Performs the tasks of subordinate employees, as needed.
Coordinates and integrates work from assigned groups into a cohesive assessment of system performance. Partners with department leadership to provide direction on complex system operations in order to maximize wastewater facility operation efficiency and meet Idaho Pollutant Discharge Elimination System (IPDES) permit requirements for city operated facilities.
Supports and coordinates planning and initiatives to address projected needs of the city, prepare for future regulatory scenarios, incorporate new technologies and respond to growth and changes within the city’s service area. Identifies and defines performance metrics, monitors progress and provides regular reports on status of work. Prioritizes and tracks progress of projects, including ensuring schedules are maintained, incorporating new projects into current workloads and adapting or modifying plans.
Ensures utility levels of services are met while utilizing a computerized information management system that integrates data and information from each group into a single, cohesive framework providing an overall assessment of system performance. Develops a method for visualizing, analyzing and routinely reporting on current and forecasted system performance.
Evaluates new developments in municipal wastewater treatment's regulatory, process and technical aspects. Represents the utility as a water renewal (wastewater) management expert and presents research at industry conferences or in publications.

Requirements
Required Knowledge, Experience, And Training
+ Bachelor's degree and
+ 6 years of progressively responsible experience in managing one or multiple portions of a wastewater utility, including process control of wastewater treatment facilities, operating wastewater treatment facilities, industrial operations and pretreatment (source control), maintaining wastewater collection systems, or
+ specialized engineering experienced in the construction, design or operation of wastewater treatment facilities, including 2 years of experience supervising employees, or
+ an equivalent combination of education and/or experience.
Knowledge of:
+ methods, practices, techniques and equipment used in operating and maintaining a large wastewater treatment facility and collection and conveyance system;
+ federal, state and local laws, codes, regulations and permits pertaining to the operation of wastewater treatment facilities;
+ theory, principals, methods and practices of civil engineering as applied to wastewater treatment plants;
+ applicable physical, chemical and biological processes and technology principals; principles of complex project development and management;
+ advanced research methods including complex data collection and statistical analysis;
+ applicable safety regulations, safe work practices and safety equipment; and
+ computer software applications including SCADA systems and asset management applications.
Ability to:
+ monitor, analyze and troubleshoot complex processes for industrial pre-treatment, wastewater treatment facilities and wastewater collection systems;
+ gather, evaluate and interpret data; problem solve and develop innovative solutions;
+ review and interpret engineering specifications, plans, maps and reports;
+ use computers and related computer software;
+ develop and manage complex projects; prepare clear, accurate and concise technical reports;
+ develop, organize and operate complex pilot testing of equipment, chemicals or processes;
+ communicate effectively in the English language at a level necessary for efficient job performance; and
+ perform all essential functions as assigned by an authorized employee, supervisor, and/or manager with or without reasonable accommodation.
Individuals must be capable of operating vehicles safely and have an acceptable driving record.
Preferred Knowledge, Experience, And Training
Masters degree in wastewater treatment engineering/technology, chemistry, biology, microbiology, environmental science, process engineering, or related field and experience interpreting and complying to federal, state and local regulations and NPDES permits.
8 years of progressively responsible experience including three years of supervisory experience in the operation, maintenance and process control of a large wastewater treatment facility, or an equivalent combination of education and/or experience.
Licensing And Other Requirements
Valid state-issued driver’s license.
Ability to obtain a Wastewater Treatment Operator and/or Collections Class IV license within six months of meeting Idaho Bureau of Occupational Licenses eligibility requirements.
