Essential Functions Handles complex tasks and issues, sets priorities and recognizes urgencies, and refers more complex issues to higher-level staff. Can perform all duties of a Water Renewal Process Analyst and Water Renewal Process Analyst Senior and provides team leadership, support and training. Provides advanced technical and analytical support to operations staff on complex physical, biological, and chemical processes to maximize wastewater operation efficiency and meet permit requirements of the city’s water renewal facilities. Develops and optimizes the computerized water information management system (WIMS), supports the SUMO process model, and provides application development, quality assurance, reporting and training. Executes and responds to data inquiries from specialized computerized applications. Collaborates with consultants and others for advanced modeling runs, validations and process module developments. Initiates, identifies resources, leads research projects, alters variables, monitors success and efficiency, determines impacts to NPDES permit limits, and collaborates with impacted and assisting groups. Identifies, calibrates, and evaluates laboratory and online monitoring equipment. Organizes, controls, monitors and evaluates chemical addition systems at the water renewal facilities. Designs and implements numerous experiments, equipment pilots, and process trials to support engineering and optimization projects. Responds to emergencies as necessary. Coordinates with water quality laboratory staff for special sampling and process studies. Evaluates new developments in municipal wastewater treatment's regulatory, process and technical aspects. Often represents the utility as wastewater process expert and presents research at industry conferences or in publications. Coordinates in-house training course development, credit approval and online course launch. Performs other duties as assigned. Requirements Required Knowledge, Experience, And Training + High school diploma or equivalent and + 6 years of progressively responsible experience in industrial operations analysis and process control of wastewater treatment facilities, operating wastewater treatment facilities, performing work as a laboratory specialist in a wastewater laboratory setting, or + specialized engineering experience in the construction, design or operation of wastewater treatment facilities, or + an equivalent combination of education and/or experience. Knowledge of: + design and operation of the chemical, biological and physical unit processes used in the treatment of municipal wastewater and biosolids; + wastewater microbiology, molecular biology and biochemistry; + wastewater simulation and modeling design and calibration practices and procedures; + wastewater and biosolids sampling and laboratory testing methods; + laboratory and data quality assurance/quality control (QA/QC); + inline instrumentation used to measure constituents in wastewater and biosolids; + safe work practices and safety equipment related to the work hazards and applicable safety precautions involved in plant operations and maintenance; and + statistics, graphing, algebra, linear regression and logarithmic functions. Ability to: + independently identify, research and analyze complex technical problems, processes, and procedures.; + evaluate a variety of laboratory tests relating to wastewater, water, biosolids and struvite; + prepare clear, accurate and concise technical reports on complex water quality issues and create crystal reports, charts, dashboards, graphs, tables and presentations; + understand complex technical literature, theory and instrumentation; + analyze, recommend and implement complex operational and administrative problems effectively and interpret and apply relevant policies, ordinances and regulations; communicate effectively in the English language at a level necessary for efficient job performance; and + perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation. Individuals must be capable of operating vehicles safely and have an acceptable driving record. Preferred Knowledge, Experience, And Training Wastewater Treatment Operator class IV and/or an Advanced Degree in wastewater treatment engineering/technology, chemistry, biology, microbiology, environmental science, process engineering or a related field. Twelve years of progressively responsible experience, including three years of supervisory experience in the operation, maintenance and process control of a large wastewater treatment facility, or an equivalent combination of education and/or experience. Experience interpreting and complying with federal, state and local regulations and NPDES permits. Licensing And Other Requirements Valid state-issued driver’s license. Wastewater Treatment, Laboratory Operator Operator In Training (OIT) or Class I within one year of meeting Idaho Bureau of Occupational Licenses eligibility requirements.
