Job Summary Responsible for planning, developing, implementing, and evaluating program services and activities associated with Ketchikan Indian Communities’ Office for Victims of Crime Program (OVC). Includes providing general oversight for OVC partnership activities and associated projects, grant management reporting, and technical assistance. Incumbent will work with the Social Services Director and the Domestic Violence Program Coordinator to develop and implement strategies that will lead to long term collaboration of community institutions, organizations, and individuals in the provision of comprehensive victim centered services. Flexible work schedule and on-call responsibilities may be implemented by the Social Services Director. Supervises the Victim Services Case Manager. Completes other duties assigned by supervisor. Job Duties & Responsibilities Personnel Management Directs personnel management for consistency in the programs and services of the KIC Office for Victims of Crime Program. Monitors and approves staff development and training standards. Ensures the personnel policies are followed, interprets policy and monitors personnel actions for adherence to Tribal policy. Monitors staff evaluations process and annual employee safety programs. Ensure adhere to local, state or federal standards for employee training, specifically, HIPAA compliance, safety, workplace violence, and preventing sexual harassment. Recruits, selects, orientates, trains, coaches, counsels, and disciplines the department staff. Recommends all hiring, promotions, salary increases, merit increases, transfers, discipline and separation of all department employees per Tribal personnel policy to the Social Services Director. Financial Oversight Monitors and enforces internal financial policies and procedures regarding the Victims of Crime Program budget. Coordinates with Social Services Director in the preparation of the annual budget. Complies with federal regulations outlined in the self-governance compacts, and other state and federal funding sources. Administers the approved program operating budget by monitoring expenditures and recommending justifiable changes to the Social Services Director. KIC Victims of Crime Program Policy System Responsible for establishing and maintaining KIC Victims of Crime Program and administrative policies. Ensure policies are in compliance with grant funding standards, state/federal, funding laws, and regulations. Develops policies as needed for programs and services. Monitors the policy review process and interprets policy and procedures for efficient operations. Attends the Policy Committee of the Tribal Council when Victims of Crime Program policies are being reviewed. Initiates, coordinates, and enforces program, operational, and personnel policies and procedures with ethical business practices. Major Duties Oversee crisis intervention stabilization and referrals within KIC and the community to provide wrap around services for victims of crime. Address immediate and on-going needs of victims using a victim centered response. Provide oversight and assists in the development of individualized case plans. Approve financial aid requests to support victims including funds for emergency foods/snacks, clothing, and personal hygiene products, etc. Facilitate necessary assessments to assist in the review, staffing, and processes associated with victim of crime cases. Oversee Crime Victim Compensation claims filing process and follow up. Serve as liaison with the OVS Vocational Rehabilitation Unit as well as the point of contact for Alaska Legal Services. Collaborate with DV Taskforce, SART and DART to identify topics, venues, and concerns reflecting new scope of expansion for the domestic violence program. Coordinate the collection and preparation of reports in a timely and thorough manner in compliance with department, state, and federal policy and regulations. Provide oversight for the development and evaluation of policies, procedures, and trauma informed protocols. Administrative Client Services Collect information and initiate telecommunications. Document all necessary information needed for victim services database and collaborate to establish an internal and external referral process/ Advocate/expand continuous quality improvement processes in service delivery. Record findings and progress of program and activities in written reports to funding agencies and supervisor. Document and communicate actions, irregularities, and unmet needs. Develop and implement written trauma-informed response protocols. Draft Tribal codes with Attorney assistance. Develop/Improve policies and procedures related to serving victims to define or expand crime victims’ rights and crimes against persons; increase access to services of populations within the community who do not traditionally access victim services. Develop and coordinate outreach and awareness campaigns for community members and collaborative partners. Demonstrate a comprehensive understanding of the agency’s mission, vision, and philosophy in all work-related activities. Minimum Qualifications (Education & Experience) + Bachelor’s degree in psychology, Social Work, Sociology, Family/Consumer Sciences, Child Development, Substance Abuse, Mental Health, Human Services, Education, Criminology, counseling, or therapy fields. + Progressive, responsible administrative/management work that indicates ability to acquire the particular knowledge and skills needed to perform duties of this position. Minimum five (5) years supervisory experience. + A combination of relevant experience, education, and training may substitute for education and experience requirements on a year-for-year basis. + Proof of valid driver's license with acceptable driving record (when DL is required for the job). Necessary Knowledge, Skills, and Abilities + Knowledge of state and federal “best practice” guidelines for Social Services Programs. + Knowledge and experience with victims of violent crime. + Knowledge of social work and case management services in a clinical and community-based setting. + Knowledge of the criminal justice system, victim’s rights, court proceedings, and the District Attorney’s Office. + Knowledge of Violent Crime Compensation funding. + Ability to establish program procedures, policies, or guidelines and to relate these to objectives. + Ability to communicate with victims in a way that validates the individuality, experience, decisions, and strengths of person who have been victimized in a respectful and skilled manner. + Ability to interpret Tribal laws, rules, and regulations relative to the department. + Strong understanding and sensitivity to American Indian/Alaska Native (AI/AN) Tribal culture and lifestyle, working effectively with AI/AN populations. + Effective oral and written communication skills with sensitivity to the lifestyles of targeted participants. + Skills in operating personal computers using a variety of computer software. + Ability to establish and maintain cooperative working relationships with management, coworkers, and outside contacts. + Ability to maintain strict confidentiality and comply with all applicable federal and tribal privacy laws and KIC policy (HIPAA, HITECH, etc.). + Ability to learn and apply program/agency operating policies and procedures. + Ability to manage multiple priorities and tasks concurrently and meet deadlines. + Ability to work independently as well as with teams.
