Job Overview:
The Vice President, Patient Care, Operations and Quality at Newark Beth Israel Medical Center (NBIMC) plans, coordinates, and assumes administrative responsibilities for the nursing division in accordance with federal, state, local regulations, and The Joint Commission standards.
The Vice President, Patient Care Operations and Quality works under the direction of the Chief Nursing Officer (CNO) to provide direction, leadership, planning, organization, and general management for all aspects of nursing operations and designated patient care areas ensuring integration of services and achievement of objectives and strategies, including the provision of high quality patient care. The VP develops, implements and evaluates policies, programs, and services consistent with the hospital's mission and vision.
The VP will be responsible for the daily operations of Nursing to ensure that the nursing care is meeting evidenced-based standards of care, high patient experience, strong staff engagement, quality standards, and compliance with regulatory requirements and standards.
The VP also maintains responsibility for patient care, management, resources management and fiscal management. At the leadership level, the VP provides effective leadership and coordinates leaders to deliver nursing care, treatment, and services. Additionally, the VP is responsible for the integration and coordination of all nursing practice and clinical services. Through inter-professional delivery models, the VP drives patient care services across the continuum across the hospital and health system, ensuring the attainment of performance outcome initiatives and continuously assessing areas for quality improvement.
The VP, Patient Care, Operations and Quality will represent the CNO and act on her/his behalf in her/his absence.The VP is available to direct provision of nursing services 2 hours a day, 7 days per week.
Reports to:
The Vice President, Patient Care, Operations and Quality reports directly to the Chief Nursing Officer at Newark Beth Israel Medical Center.
Qualifications:
+ Minimum of 5 years of experience of senior level nursing leadership
+ Master s degree required (MHA / MBA / MSN / MPH); Doctorate preferred (PhD or DNP)
+ Registered Nurse, licensed in the State of New Jersey Required
+ Exceptional communication, public speaking and performance improvement skills
+ Demonstrated track record of developing and maintaining working partnerships with physicians
+ Computer Skills Microsoft Office Outlook, Excel, Visio and PowerPoint; Database Management, EPIC
Essential Functions:
Operations
+ Directs the delivery of nursing care, treatment, and services
+ Oversees the daily operations of Patient Care Services with global responsibility for staffing, nursing practice, patient experience and nursing policy and procedures in conjunction with Assistant Vice Presidents, Patient Care Services
+ The VP will have direct operational responsibility for the inpatient units, the staffing center, nursing supervisors and the rapid response team. The nursing leaders in those areas will report directly to the VP.
+ Establishes a plan to measure and assess productivity, operational and financial performance, patient throughput, and team member engagement
+ Responsible for allocating adequate resources and implementing an effective and ongoing program to monitor, evaluate and improve the quality of care services delivered to patients. Ensures that services are provided with respect to quality, patient and stakeholder requirements, and efficiency.
+ Establishes a plan to address resource allocation, operational performance as measured by quality, service, cost and growth.
Patient Care
+ Ensures provision of nursing services 24 hours a day, 7 days per week
+ Coordinates the development and directs the implementation of hospital-wide programs, policies, and procedures that address the nursing care needs of the patient population and measures, analyzes, and improves the quality of nursing care, treatment, and services
+ Establishes guidelines for the delivery of nursing care, treatment, and services
+ Approves, reviews and implements nursing policies, nursing standards of patient care, treatment, and services, and standards of nursing practice for the hospital
+ Participates in policy implementation and review discussions impacting nursing and patient services
+ Monitors and ensures compliance with all applicable policies, laws and regulations
+ Fosters clinical integration across the continuum of patient care services provided by the hospital
+ Oversees a patient centered care model that results in excellent patient experience outcomes
Quality
+ Provides oversight of nursing quality and determines patient care quality improvement to meet nursing and hospital goals utilizing comparison data benchmarks (e.g. NDNQI, Vizient)
+ Understands, articulates and ensures compliance with state Nurse Practice Act, State Board of Nursing regulations, regulatory agency standards (i.e., The Joint Commission (TJC), Department of Health) and policies to the organization
+ Articulates and provides ongoing leadership to support TJC National Patient Safety Goals; designs safe clinical systems, processes, policies and procedures
+ Knowledgeable and consistently role models principles of high reliability
+ Directs the development of standards to measure, assess, and improve patient outcomes, and motivates managers/directors to continuously improve their performance through participation in the hospital performance improvement process and initiatives
+ Develops and implements strategy, in partnership with executive clinical leaders (ie CMO and CQO) to achieve quality and safety results including zero defects while maintaining and integrating High Reliability Organization (HRO) principles
+ Assures the highest standards of healthcare delivery and outcomes, ensuring a constant patient focus
+ Works towards achievement and maintenance of Magnet Recognition by the American Nurses Credentialing Center (ANCC), signifying exceptional nursing quality and professional practice standards by fostering a culture of excellence, empowering nurses, and driving continuous quality improvement initiatives across all nursing units
Leadership
+ Functions at a leadership level, providing effective leadership and coordinating leaders to deliver nursing care, treatment, and services
+ Participates in defined and established meetings of the hospital's corporate leaders and other senior clinical and managerial leaders
+ Creates an environment that supports team morale, improved service, and the highest quality and safety standards
+ Continuously develops the Nursing/Patient Care Services team through support of the employee selection process, work assignments, performance evaluations, and staff development
+ Recommends, supports, and participates in education services, programs of education, and training
Knowledge, Skills, and Abilities:
+ Broad based knowledge of the full scope of nursing operations in a primary teaching hospital of comparable size and scope within a complex hospital system
+ High level, complex problem-solving abilities both in groups and in one-on-one situations
+ Ability to translate the mission and vision to everyday work
+ Ability to manage and lead in a matrixed organization
+ Ability to cultivate and foster relationships at every level of the organization (locally at the hospital, within the system, and board relations)
+ Demonstrated success in leading system process improvement initiatives in an acute care facility
+ Highly developed expertise in quantitative analysis to support definition and advancement for the facilities goals and objectives
+ Decisive leader, with the ability to understand physician s viewpoints and needs, and work strategically in the best interest of patients and the facility. A strong reputation for sustained, inclusive, trust-based physician relations
+ Experience in a system with excellent employee, physician and patient satisfaction, quality and outcomes improvement programs
+ An understanding of information systems as they pertain not only to accounting but also to decision support, cost management and revenue enhancement
