Job Description:
Parsons is looking for an amazingly talented Tunnel / Lining Director to join our team! In this role you will get to provide technical leadership and direction for the tunnel phases of the infrastructure program.
We are seeking an experienced and dynamic Tunnel / Lining Director to implement solutions to some of the most complex challenges for this program, who has proven experience of leading successful tunnel projects (stormwater, sewage and utilities) in the GCC and Internationally.
The Tunnel / Lining Director will provide guidance and clear direction to the program team, even when faced with the most nuanced of obstacles. We are targeting accomplished industry experts; in possession of a collaborative attitude and proven leadership capability. This role requires a strategic thinker with exceptional leadership skills and extensive experience in managing large-scale infrastructure projects.
What You'll Be Doing:
Oversee the planning, execution, and delivery of all tunneling components, including tunnel boring, lining, and support systems. Implement robust project management processes and tools to monitor progress, manage risks, and resolve issues.
Review and approve all tunneling designs, ensuring compliance with project specifications and regulatory requirements. Coordinate with design and engineering teams to address any technical challenges or issues that arise. Ensure that all tunneling designs incorporate best practices and innovative solutions to enhance project outcomes.
Determine the budget and staffing requirements for the defined design scope and schedule.
Providing technical expertise and guidance on all design methodologies, collaborating with the relevant engineering teams to ensure that plans result in a structurally sound outcome.
Managing workforce to ensure efficiency is maximized and set schedules are maintained within budget. Taking preventative action when required to ensure that critical milestones on project are met.
Oversee the work of D&B contractors, ensuring that all tunneling activities are executed to the highest standards of quality and safety. Conduct regular site inspections to monitor progress and ensure compliance with project specifications and regulatory requirements.
Ensuring the use of sound design and construction practices to safeguard quality control across the complete scope of work.
Identify and assess potential risks to the tunneling components of the project and develop mitigation strategies. Implement a comprehensive risk management plan to address and manage risks throughout the tunneling lifecycle.
Ensure that all tunneling activities comply with relevant health, safety, and environmental regulations.
Proactive leadership and management of the relevant stakeholders to the design department.
Managing department budgets, procurement strategies and cashflow.
Preparing and presenting periodic reports to summarize design activity progress for senior internal management in addition to external stakeholders.
Mentoring and leading employees fostering an environment of collaboration and innovation.
What Required Skills You'll Bring:
Bachelor's degree in Civil Engineering, Geotechnical Engineering, or a related field (Master's degree preferred).
20+ years of experience in the civil engineering industry. A minimum 10+ years of experience within a role of similar seniority.
Strong technical expertise in tunneling methods, design, and construction.
Extensive experience with tunnel boring machines (TBMs) and other tunneling methods such as cut-and-cover, NATM (New Austrian Tunneling Method), and micro-tunneling.
In-depth knowledge of geotechnical engineering, ground support systems, and tunnel lining techniques.
Experience with tunneling in urban environments and managing the associated challenges, such as ground settlement and utility relocation.
GCC (Gulf Cooperation Council) experience preferred.

Comprehensive knowledge of local and international tunneling regulations and standards, ensuring all activities are compliant
