Job Summary
Under the supervision of the KIC Tribal Council, the Tribal Administrator oversees day-to-day operations and is the executive authority for all programs, budget and contract management of the Tribe. The Tribal Administrator has the responsibility for implementation of Tribal policies and legislative directives, and supports the Tribal Council as it carries out its government functions and keeps the Tribal Council abreast of relevant changes, issues or the need for action. The Tribal Administrator ensures stability in government operations through their commitment to a multi-year strategic plan that strengthens and aligns with the Tribe’s vision and mission. This position represents the Ketchikan Indian Community to the public, local, state or other federal agencies in cooperation with Tribal Council members.
Job Duties & Responsibilities
+ Liaise between Tribal Council and staff, ensuring day-to-day operations, short and long-term objectives are successfully achieved.
+ Maintain effective communication with Tribal Council, responding to their requests and directives.
+ Work with the Tribal Council to plan, implement and oversee activities, projects and/or programs that serve the needs of the general membership.
+ Initiate annual preparation/review/refinement of the strategic plan and presents strategic plan to Council for review and approval.
+ Develop short and long-range plans as directed and in support of strategic plans; develop metrics, goals, and objectives to ensure plan success.
+ Oversee administration of the tribe, including: financials, risk management, employees, policies, change management, and overall compliance with funding agencies, contracts, accrediting bodies, regulations, Tribal policies and procedures. Take corrective action when insufficiencies are identified.
+ Manage public relations and communications.
+ Ensure the Tribal Council, Advisory Health Board, and Council Committees are provided staffing level reports on a monthly basis.
+ Evaluate the effectiveness of programs, identify administrative opportunities for process improvement and monitoring.
+ Facilitate needs assessment for the membership and community; identify and seek new funding opportunities to meet the Tribe’s goals and objectives.
+ Work with the Chief Financial Officer (CFO) and the Tribal Council to establish budget priorities, prepare annual budgets, and monitor expenses on a monthly basis.
+ Ensure that funds are spent in accordance with established ordinances, goals, priorities, grant awards, and program policies and procedures.
+ Assist in developing contracts for services and advertising bids for contracted services.
+ Negotiate contracts, leases, and grant agreements at the direction of the Tribal Council.
+ Manage and oversee direct reports; recruit, hire and evaluate staff performance in accordance with Tribal policy; ensure Directors provide effective leadership and oversight of staff.
+ Assist tribal members in resolving concerns with tribal programs, policies or staff.
+ Completes all other duties as required by the job or assigned by the Tribal Council.
Minimum Qualifications (Education & Experience)
+ Bachelor’s degree from an accredited university in Business Administration, Public Administration or related field.
+ Seven (7) years’ experience in a senior level managerial position.
+ Three (3) years’ experience at an executive level.
+ Experience in Indian affairs or Tribal Government.
+ A combination of relevant experience, education, and training may substitute for education and experience requirements on a year-for-year basis.
+ Proof of valid driver's license with acceptable driving record.
Preferred Qualifications (Education & Experience)
+ Master’s Degree in Business Administration, Public Administration or related field.
+ Two (2) years of experience reporting directly to a board of directors or council.
+ Experience in community clinic preferred and a strong commitment to multi-disciplinary teamwork.
Necessary Knowledge, Skills, and Abilities
+ Strong understanding and sensitivity to American Indian/Alaska Native (AI/AN) Tribal culture and lifestyle, working effectively with AI/AN populations.
+ Effective oral and written communication skills with sensitivity to the lifestyles of targeted participants.
+ Skills in operating personal computers using a variety of computer software.
+ Ability to establish and maintain cooperative working relationships internally and externally.
+ Ability to maintain strict confidentiality and comply with all applicable federal and tribal privacy laws and KIC policy (HIPAA, HITECH, etc.).
+ Ability to learn and apply program/agency operating policies and procedures.
+ Ability to manage multiple priorities and tasks concurrently and meet deadlines.
+ Ability to work independently as well as with teams.
+ Exceptional analytical, planning, organizational, and public presentation skills.
+ Working knowledge and understanding of current Tribal and federal laws and regulations, including Bureau of Indian Affairs, IHS, NAHASDA and other applicable funding agency regulations.
+ In-depth knowledge of audit preparation, financial management, and government fund accounting, human resources/personnel management, and grant and contract management.
+ Ability to take direction from Tribal Council and effectively communicate those directions to staff.
+ Excellent leadership, decision-making and change management skills.
+ Ability to influence, inspire and motivate staff and stakeholders to achieve organizational objectives.
+ Ability to receive criticism constructively and implement improvements.
+ Ability to carry out instructions as directed by Tribal Council.
