The Training Manager (TM) will be dedicated to the management of all aspects of contractor-provided training programs and services. This position serves as the facility’s subject matter expert on all training requirements, compliance, and accreditation programs. The TM shall be a certified instructor responsible for development, instruction, and testing of all contract employees assigned to the Florence Detention Center to ensure that AGS is maintaining its compliance to organizational, contracting client, and/or other regulations, and guidelines. Certification of the Training Manager may be established by documentation of past experience in teaching positions or by successful completion of a course of training for qualifying personnel as instructors. The Training Officers shall be knowledgeable of both the ICE Performance Based National Detention Standards (PBNDS) and American Correctional Association (ACA) standards and requirements. An ACA member is preferred. All training delivered by the Training Manager shall be based on both PBNDS and ACA requirements and training programs or shall be consistent with those requirements. Develops reports for management regarding the effectiveness of the facility’s training programs. Recommends process improvements as necessary. The Training manager is primarily accountable for ensuring that all rules, regulations, and guidelines are communicated to staff during both initial and annual training. Responsibilities Develops and delivers employee training programs. Identifies skill or knowledge gaps among the organizations employee population and develops training content in response to identified training needs. Selects training tools or training delivery mechanisms, based on the material being taught and the audience being targeted. Creates and maintains course content, manuals, or other training materials. Assesses the impact of training programs by measuring employee understanding of the subject matter. Performs work under direct supervision. Handles basic issues and problems and refers more complex issues to higher-level staff. Typically requires BA and 0-2 years. Qualifications The Training Manager shall hold an accredited bachelor’s degree in an appropriate discipline or have three to five years of related industry experience, and have knowledge of program objectives, policies, procedures, and requirements for managing a secure detention facility. Minimum of three (3) years of related administrative experience managing a moderate to large training program. Management experience in a secure detention environment is required. Ability to prepare management, business, technical, and personnel reports, reviews and documents for internal and external use. Above average verbal and written communication. Able to make presentations to employees at all levels of the facility. Must be able to write cohesive and comprehensive documentation. Knowledge of program objectives, policies, procedures, and requirements for managing a secure detention facility. Knowledge and a working understanding of ICE PBNDS and ACA requirements. Must have a social security card issued and approved by the Social Security Administration and shall be a United States citizen. Must not be currently employed by any federal agency, including active-duty military, whereas their employment under this contract could present an actual or apparent conflict of interest. Must be a minimum of twenty-on (21) years of age. Must be capable of understanding and applying written and verbal orders, rules, and regulations in English. All personnel shall be literate and interpret printed rules and regulations, detailed written orders, training instructions and materials, and must be able to compose reports in English. Must have or be able to obtain First Aid and CPR certifications and be capable of using those skills to respond to apparently life-threatening medical conditions while awaiting response from facility health care (USPS/DIHS) personnel.
