The Public Works Department is actively seeking a Traffic Studies Associate Engineer. This is professional engineering work in the collection, compilation, review and analysis of traffic data to identify concerns, recommend corrective action or mitigation plan designed to improve safety, traffic flow and congestion. The work requires a basic understanding and application of the theories, principles and practices of traffic engineering. Contacts require skills in understanding and influencing people which and are important in resolving complaints from the general public. The work is standardized in that tasks are covered by substantially diversified procedures and specialized standards, and because of the changing priorities or different situations, incumbents have the latitude to consider which of the procedures or standards should be followed and in what sequence. Work is performed in an office environment and field environment to include significant roadway and roadside work where there are some risks and hazards that are typically, known, predictable and controllable. Operates personal computers, motor vehicle, and standard office equipment. The physical demands consist of driving, sitting, standing and walking to inspect roadway, roadside and construction sites. The work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, standards, and/or well-defined policies, and the worker plans and organizes the work, determines their own priorities, and the work is reviewed, usually after the fact, in terms of quality, volume, timeliness, and for adherence to established methods, standards, and policies. Examples of Work + Reviews and analyzes traffic data to determine existing conditions, develop corrective measures, and support recommendations. + Investigates and responds to customer concerns on traffic related issues. + Reviews policies, standards, and other criteria pertaining to signing, pavement markings, signals, street lighting, crash records, Maintenance of Traffic (MOT) plans and permits to make improvements or ensure compliance. + Conducts periodic field inspections to observe traffic operations; performs traffic studies and makes recommendations for a safer and/or more efficient traffic flow. + Coordinates traffic data collection and conducts field inspections of traffic issues involving traffic signals, signs, pavement markings, and roadway lighting. + Assists in the preparation of transportation related reports and correspondence; may support project development activities as member of the core team. + Reviews plans and specifications by engineering consultants for traffic signals, signs and pavement markings. + Reviews studies and work activities of Traffic Engineering Division on-call consultants + Determines personnel, equipment and supply needs for work activities and budget preparation. + Coordinates traffic operations with other agencies such as Florida Department of Transportation, Jacksonville Transportation Authority and other City divisions and departments. + Responds to request for information from citizens, City officials and other agencies. + Demonstrates proficiency in the City of Jacksonville's competencies. + Performs other responsibilities as required or assigned. Knowledge, Skills and Abilities + Knowledge of the principles, theories and techniques of Traffic Engineering, the MUTCD, AASHTO Green Book, traffic engineering practices, understanding of traffic operations activities and basic knowledge of traffic signal systems. + Skill in communicating effectively orally and in writing. Must have tact and persuasiveness in resolving complaints from the general public and other customers. + Operational knowledge of Highway Capacity Software. + Operational knowledge of Synchro/SimTraffic is preferred. + Ability to develop project schedule and coordinate with traffic operations personnel and other Divisions, Departments and agencies for implementation. + Ability to estimate time, labor, materials, costs and other budgetary items. + Ability to conduct inspections and investigations and prepare reports on findings. + Ability to analyze engineering and mathematical data and to determine effective operational plans that improves roadway safety for pedestrians, bicyclists, and motorized vehicles. + Ability to make complex engineering computations and prepare meaningful statistical projections. + Ability to read, interpret, and apply engineering plans and drawings. + Ability to prepare and present written and oral presentations. Open Requirements/Supplemental Information + A Bachelor of Science from an accredited institution in Civil Engineering from an ABET (Accreditation Board for Engineering and Technology) accredited program required. LICENSE/CERTIFICATION/REGISTRATION: + Registered Engineer Intern (EI) Certification is required prior to and must be maintained. + Class E Driver's License is required prior to appointment and must be maintained. + Must qualify for prior to appointment, obtain and maintain during employment a City of Jacksonville Public Driver Certification. + Florida Department of Transportation Advanced Maintenance of Traffic Certification is required during the probationary period and must be maintained.
