GENERAL DESCRIPTION:

As a Rural Striping Specialist, you will aid and assist the striping foreman in accomplishing the Rural Traffic Strategic Plan for District Striping Crew work operations, which includes the maintenance of and installation of new highway striping on various Federal and State Highway systems within the District to provide a safe, high quality, and efficient transportation system.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
+ Safely operates and trains others to operate complex machinery in specialized maintenance applications
+ Conducts striping operations on various Federal and State highways within the District, using specialized heavy-duty mobile manufacturing equipment, applying all striping materials to strict specifications and standards.
+ Conducts layout work for the proper positioning of the installation of new pavement marking on various Federal and State highway systems to ensure that all highway striping conforms to all Federal and State regulations and corresponding legal ramifications.
+ Installs and maintains Reference Marker System on Federal and State highways within the District to assist with milepost markers used by law enforcement, emergency vehicles, WYDOT, and the private sector.
+ Leads the performance of daily maintenance tasks as assigned by the Highway Maintenance Supervisor I; provides regular work direction to the crew
+ Assists with tracking inventory, material usage, labor, and equipment mileage in the supervisor’s absence
+ Provides advice and assistance on repair procedures needed for highways, equipment, and buildings; makes recommendations to the supervisor regarding any unplanned maintenance activities that may be needed
+ Serves as technical resource for the crew; identifies and corrects any maintenance activity not performed according to state and federal safety and/or quality standards
+ Communicates project issues to the supervisor; proposes a new course of action to safely keep the project moving forward
+ Provide input to the supervisor regarding crew performance issues and success observed in the field
+ Operates heavy equipment including, but not limited to: single and tandem axle trucks equipped with an auger, aerial lift equipment, or equipped with plows, wing plows, sanders, and chemical systems to remove snow and ice from roadway surface
+ Responsible for rehabilitation of roadway surfaces and traffic control devices; oversees on-the-road traffic control operations, including oversight of safety procedures and quality standards
+ Provides work direction to a crew daily.
+ Provides leadership and guidance to others while performing duties related to snow and ice removal.
+ Attends and completes all state and federal training required to obtain/maintain certifications, perform inspections, and learn new skills
+ Utilizes computers for agency practices, such as for training and performance evaluations, and keeps up to date on technological advances with specialized equipment
Qualifications
PREFERENCES/**AGENCY REQUIREMENTS:
**Agency requires that the Incumbent obtain a Class A Commercial Driver's License with appropriate endorsements within 30 days of employment.
KNOWLEDGE:
+ Knowledge of highway maintenance operations
+ Knowledge of specifications, standard plans, policies and procedures, rules, regulations, and traffic control standards.
+ Knowledge of state highway pavement marking and signing standards.
+ Knowledge of computers, basic office equipment, Gmail, and WYDOT databases/systems
+ Knowledge of state and federal highway safety standards and traffic control procedures
+ Knowledge of equipment maintenance, basic mechanical diagnosis, and repair procedures
+ Knowledge of hazardous materials response procedures
+ Knowledge of federal and state requirements for proper use of personal protective equipment
+ Knowledge of basic equipment operation for single and tandem axle trucks, loaders, and tractors; knowledge of specialized heavy equipment used in maintenance activities
+ Knowledge of safe work procedures, First Aid and CPR, and OSHA Safety Data Sheets for chemicals used in maintenance activities
+ Ability to meet weekly deadlines for reports/paperwork produced with accuracy and timeliness.
MINIMUM QUALIFICATIONS:
Education:
Associate's Degree (typically in Engineering)
Experience:
0-2 years of progressive work experience (typically in Highway Maintenance/Highway Construction) with acquired knowledge at the level of a Highway Maintenance Technician
Certificates, Licenses, Registrations:
Must have the ability to obtain a Class A Commercial Driver's License within (12) months of hire
OR
Education & Experience Substitution:
2-4 years of progressive work experience (typically in Highway Maintenance/Highway Construction) with acquired knowledge at the level of a Highway Maintenance Technician
Certificates, Licenses, Registrations:
Must have the ability to obtain a Class A Commercial Driver's License within (12) months of hire
Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
+ Frequent use of manual and powered hand tools
+ Daily use of motor vehicles and heavy equipment
+ Frequent exposure to hazardous materials
+ Ability to lift and/or carry 50 pounds independently
+ Ability to stand/sit and operate equipment for long periods of time
+ Work in adverse environmental conditions which may include, but not be limited to rain, snow, heat, and hail
+ Ability to walk long periods of time on even and uneven ground
+ Working around high-speed traffic and heavy construction equipment
+ Extensive travel will be required
+ Individuals in this classification must be available for emergency work calls at any time, including nights, weekends, and holidays. Individuals must report to the Department Shop within 30 minutes of receiving the call. Acceptance of an appointment to this classification signifies that the individual is aware of this requirement and will comply with it. Failure to be available for emergency work, without an acceptable excuse, will be grounds for immediate disciplinary action and possible dismissal.
NOTES:
+ FLSA: Non-Exempt
+ WYDOT conducts motor vehicle record checks to verify that candidates possess a valid driver's license.
+ Individuals in these positions must pass a pre-employment drug screening and/or physical and will be subject to random drug and alcohol testing.
+ Individuals in these positions must be available for emergency work calls at any time, including nights, weekends, and holidays. Acceptance of an appointment to this classification signifies that the individual is aware of this requirement and will comply with it. Failure to be available for emergency work, without an acceptable excuse, will be grounds for immediate disciplinary action and possible dismissal.
+ Individuals in these positions must report to the department Shop within 30 minutes of receiving a call.
+ Occasional overnight travel is required.
+ Individuals in these positions may be asked to obtain water certifications if necessary. Individuals in these positions must have the ability to successfully complete the following training provided by WYDOT: Certification to operate specified equipment, Defensive Driving, First Aid/CPR certification, and Flagger certification.
+ A $2,000 hiring bonus is available for all new hires
+ **Qualifying eligibility and criteria for the hiring bonus
+ Temporary employees accepting a part-time permanent position.
+ Current employees accepting a promotional opportunity - recruitment must have been opened to the public.
+ One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive, and funds will be recouped from final pay.
+ Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
