The Enforcement Division at DCWP seeks an experienced operations manager to serve as Tobacco Enforcement Manager. The Tobacco Enforcement Manager will coordinate the work of the tobacco program unit which conducts approximately 10,000 inspections per year of New York City businesses selling tobacco and e-cigarette products. These inspections include both undercover youth purchase attempts and comprehensive inspections to ensure that businesses comply with laws governing the sale of these products. Key responsibilities of this position include: - Organizing, distributing, and ensuring the completion of work assignments within the Tobacco Program Unit; - Coordinating with Senior Management and DCWP’s General Counsel Division to set inspection priorities and update protocols; - Communicating with other DCWP divisions and coordinating with other Enforcement Division units performing similar inspections; - Managing staff and all related administrative, training, and disciplinary functions including the completion of field assessments, performance evaluations, training evaluations, and other performance management tasks; - Preparing training materials and participating in policy/process review and development; - Managing data, preparing reports, and providing analysis to upper management, as directed; - Identifying administrative and operational problems and providing recommendations for improving systems and procedures; and - Representing the Division and Department in both internal and external meetings. Qualifications 1. A four-year high school diploma or its educational equivalent and five years of full-time satisfactory experience in a consumer or worker protection agency conducting inspections or investigations, at least one year of which must have been in a supervisory or administrative capacity or as an Inspector Assignment Level II; or 2. A baccalaureate degree from an accredited college and one year of full-time satisfactory experience in a consumer or worker protection agency conducting inspections or investigations in a supervisory or administrative capacity or as an Inspector Assignment Level II; or 3. Education and/or experience equivalent to "1" or "2" above. College education may be substituted for the required experience on the basis of 30 semester credits for each year of required experience. However, all candidates must have a four-year high school diploma or its educational equivalent. License Requirement: Possession of a Motor Vehicle Driver License valid in the State of New York at the time of appointment. The license must be maintained for the duration of employment.
