Responsibilities Position Description #NGD1193000 This position is located in the Joint Forces Headquarters-State, Logistics Directorate (J-4), Surface Maintenance Facility. The purpose of this position is to perform limited diagnosis, routine repairs, and maintenance on combat, tactical, commercial, and special purpose vehicles and equipment. May assist higher graded mechanics in the performance of maintenance duties. Description of Duties: 1. Performs limited diagnosis, routine repairs and maintenance on heavy-duty mobile equipment, combat, tactical and automotive vehicles. Assists higher graded mechanics in the repair and/or overhaul of major systems to include internal combustion engines, turbine engines, automatic and non-automatic transmissions, heavy duty drive line systems, and hydraulic utility systems and controls. 2. Performs limited diagnoses to determine the cause of mechanical failures by means of visual and auditory checks and/or uses basic test equipment such as compression testers, voltmeters, ohmmeters and pressure gauges. Determines when parts should be cleaned, adjusted or replaced with standard parts to complete work orders. 3. Removes, replaces, adjusts, cleans and installs parts and components such as wheel seals, switches, sensors, fuel pumps, water pumps, power steering pumps, brakes, filters, radiators, bearings, springs, shock absorbers, wheel cylinders, starter motors, mufflers, battery cables, and other items of similar complexity. 4. Independently performs routine repairs and maintenance functions in remote locations that can be accomplished by removing, cleaning, reinstalling, or replacing defective parts of components and systems using standard parts. Receives guidance and instruction from a higher graded mechanic or supervisor to perform non-routine and more complex repairs on portions of major assemblies and/or systems. 5. Conducts limited readiness and repair inspections on vehicles and associated equipment supported by the activity. Performs Preventive Maintenance Checks and Services (PMCS) and ensures vehicles and equipment are properly serviced, including brake adjustments, replacing hydraulic fluids, greasing, cleaning, etc. 6. May perform routine maintenance and limited repairs on basic communication equipment such as radios, field telephones, amplifiers, switchboards, recorders, intercoms by removing and replacing components and elements. Performs minor body and fender, or other metal repairs, using peening hammers, dollies and limited welding. 7. In conjunction with or in the absence of the Tools and Parts Attendant, may maintain supply documentation, and the receipt, store, issue, and inventory of tools and parts used in the trades operation. 8. Performs other duties as assigned. Requirements Conditions of Employment Qualifications MINIMUM MILITARY GRADE: E-1 MAXIMUM MILITARY GRADE: E-6 Your rank MUST be included somewhere within your resume. The memorandum must be submitted WITH your application to be considered for this position. MINIMUM REQUIREMENTS: Experience or training which demonstrates knowledge of equipment to be able to do routine jobs, simple preventative maintenance tasks, and can use common tools and equipment in the line of work. SPECIALIZED EXPERIENCE: At least 12 months of experience or training using common hand and power tools and a small variety of test and measurement devices to make mechanical repairs. Experience removing, adjusting, replacing, cleaning, and installing a variety of parts, components, and accessories. Experience which demonstrates a basic understanding of mechanical, electrical, and hydraulic theory applying to vehicles; and skill to replace, fit, install, and make adjustments. Experience demonstrating an understanding of the makeup and operation of the various individual systems maintained and their interrelationships. Experience reading and interpreting parts lists, manufactures' repair manuals, diagrams, and electrical schematics. Education There are no educational requirements for this position. Additional Information APPOINTMENT FACTORS: This is an Indefinite Excepted Service position. Employment can be terminated with a 30-day notice without cause. This position is authorized to be filled as long as there are funds to support it. In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status. Indefinite position may become permanent. Permanent Change of Station: PCS funds are not available for this position. Incentives: Relocation and Recruitment Incentives may be authorized for this position. All WVNG positions are pending availability of resources and funds. DEFINITION FOR AREAS OF CONSIDERATION. Area 1: Current On-board Title 5 Employees and Title 32 Technicians (Tenure: 1- Permanent, 2-Conditional, 3-Indefinite) and Permanent AGR's in the West Virginia National Guard. Area 2: WVNG Army M-Day and Air Force DSG (Drill-Status Guardsmen,) Temporary Title 32 Technicians and Title 5 Employees, Temporary AGR (OTOT), and national guardsmen serving on Full-time National Guard Duty - Operational Support Orders (ADOS). Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite) from another Federal Agency nationwide. Area 4: Federal re-employable eligible employees, National Guardsmen outside of the WVNG, and U.S Citizens willing to join the West Virginia National Guard as a condition of employment.
