Project Summary:

MSI implements USAID’s Middle East & North Africa Monitoring, Evaluation, & Learning Services (MENA MELS) Activity, which supports the design and implementation of rigorous monitoring, evaluation, and learning (MEL) activities for USAID’s Middle East Bureau and its operating units (OU) in 10 countries in the Middle East and North Africa, including the West Bank and Gaza. The USAID/ West Bank/Gaza (WBG) Mission has engaged MSI to conduct a wide range of evaluation, third-party monitoring and other MEL-related technical assistance for USAID-funded activities in the West Bank and Gaza.

Position Summary:

The Third-Party Monitoring (TPM) Associate will support the ongoing TPM activities in the West Bank/Gaza and will work closely with the MENA MELS WBG team including but not limited to the TPM Lead and Monitoring and Evaluation (M&E) Specialists in Amman, Ramallah, and Gaza. The TPM Associate will be supervised by the TPM Lead. The anticipated level of effort is 25 days from May 15, 2024, to September 22, 2024.

 

Responsibilities:

Work closely with the TPM lead and M&E specialists to draft data collection instruments for different modalities including but not limited to youth, health activities, food assistance, and psychosocial support activities. Review existing TPM tools to adapt them to the changing situation in WBG and based on implementing partner (IP) activities. Support data analysis of TPM data as well as conduct quality checks on data collected by the data collection firms. Support the review and/or drafting of TPM reports. Support the training efforts of data collection teams before IP specific TPM activities. Coordinate TPM visits with data collection partners. Participate in the capacity building of internal teams or local partners. Assist in the maintenance and organization of monitoring data and reports for easy access and future reference. Support programming TPM tools on ODK/Fulcrum. Support other tasks, as and when requested by the senior leadership.

 

Qualifications:

Bachelor’s degree in social sciences required. Minimum five years of experience supporting TPM projects including data collection, reporting, and analysis required. Minimum five years of experience working on humanitarian assistance related work, may include implementation or M&E experience preferred. Strong attention to detail, organizational, oral and written communication skills required. Language proficiency in Arabic and English required.
