Third Party Management Senior Director (Hybrid)
This individual will be responsible for creating and executing on the Global Procurement & Third-Party management strategy across Cigna International. The individual will focus on setting high level strategies regarding the use of third-party relationships and to reduce the organization’s overall third-party risks and costs without compromising quality or reliability of the Cigna supply chain. The incumbent will lead the organization's overall third-party management function and establish plans, policies, systems, and procedures that will achieve the business’ strategic objectives. This individual will identify, evaluate, and capitalize on opportunities to reduce sourcing and purchasing costs by improving the organization's buying patterns and enhancing Cigna's global supply chain. This position will interface with all levels of management across the business units providing guidance on third party issues. This individual must build working relationships with associates at all levels across other Cigna business units fostering support for these programs where required. This position will manage exempt employees and will have many matrixed relationships to manage in other Cigna business units to ensure the effectiveness of the programs. Strong change management skills and global understanding are a key element to the position. Ensures Cigna’s compliance with our client agreements with respect to our third parties, supports the performance of Cigna’s sales/RFP cycle, ensures Cigna’s procurement and vendor-related policies and practices can be upheld in support of our clients. Drive awareness and increase compliance with enterprise procurement policies This position will have oversight of the GPTPMS PMO Governance team which reviews all potential project requests, groom the project backlog on a quarterly basis and will make recommendations on path forward. This function plays a vital role within almost every project and therefore will be required to provide estimates on cost to complete work and determine capacity to support. **Primary** **Accountability:** Leadership + Develop & build talent capabilities within the team and direct reports + Provide stretch learning opportunities for team members + Develop and lead cross-functional efforts for continuous improvement Portfolio Strategy/Business Area Alignment + Serve as trusted advisor and single point of contact for ELT/SLT members on supplier / procurement related needs + Meet with ELT members and their teams to understand business strategies and align supplier forecasts and planning to meet business demands + Provide supplier, market, and industry insights to ELT/SLT members + Establish Portfolio Plan aligning supplier strategies to business goals + Ensure alignment with Category Management and Strategic Sourcing (CMSS) on category strategy and business needs 3rd Party Relationship & Risk Management + Lead team and manage a portfolio of supplier relationships that minimizes risk and maximizes value for the Cigna Group. + Lead cross-functional teams (3rd party risk, matrix partners, business areas) to define appropriate governance model for monitoring supplier risks + Facilitate the constructive handling or resolution of conflict both internally and externally with suppliers Supplier Performance & Compliance Management + Lead supplier performance management with cross enterprise view + Oversee monitoring of supplier performance & compliance against agreed upon criteria and contract terms + Lead periodic performance reviews with ELT and their largest / most strategic suppliers Client Account and RFP Support Related to 3rd Party Relationship + Manage 3rd party related inquiries and responses to/from Cigna client accounts, proposal management, sales, and client audit teams + Manage and maintain standards and policies relative to third party information and GP&TPM process disclosure to clients + Produce documentation for auditors, regulatory bodies, and other client support functions on how Cigna conducts its vendor due diligence, and ensures vendor compliance with our client agreements and government regulations + Manage our standards and policies as it relates to disclosure of our vendors, vendor services, vendor lists and other third-party information to clients in support of our contractual obligations + Manage negotiation of the subcontractor’s section(s) of our client agreements during the RFP/sales cycle in collaboration with internal partners such as CIP, legal, compliance Governance Management + Manage the GP&TPM policies and lifecycle in collaboration with Enterprise FP&A + Respond to Requests for policy changes, either from within GP&TPM or matrix Partners + Standard upkeep, maintenance, and continuous improvement of documentation + Establish and manage a regular policy release cycle + Policy integration and revision as it relates to future M&A/Divestitures + Manage inbound policy inquiries from the enterprise and from within the department, and responds with appropriate interpretations + Establish and manage GP&TPM policy compliance metrics and reporting + Develops policy awareness and training initiatives in collaboration with the change management and training areas Portfolio Management + Portfolio and Requirement Definition and Strategy Alignment + Resource and Capacity Analysis + Portfolio selection, prioritization and authorization + Portfolio execution and performance monitoring **Key Competencies & Qualifications** **:** + Bachelor's degree or equivalent work experience required, master's level degree preferred. + 15 years of relevant work experience required. + Leadership experience in establishing new organizations and functions, preferably at a Global Scale, required. + Experience leading large scale change initiatives required + Demonstrate skill in executive presentation, negotiation, and collaboration required. + Competency skills most important for success in this role: Problem Solving, Interpersonal Savvy, Organizational Agility, Conflict Management, and Perspective. + Strong working knowledge of procurement industry cost drivers and familiarity with procurement applications preferred.
