Responsibilities Summary: The primary purpose of this position is: To serve as a headquarters level, senior CBRNE program and OT&E guidance analyst, applying Air Force military, air, space and cyberspace; operator/maintainer and operational test experience; as a key analyst and recognized expert using design, development, and adaptation of operational and technical expertise to determine necessary policies, regulations, directives, programs, doctrine, and procedures for planning, executing and reporting the operational test and evaluation of assigned major weapon system program(s). Duties: Applying Air Force military, air, space and cyberspace, operator/maintainer and operational test experience, performs a broad range of highly complex analyses, staffs, reviews, standardizes, evaluates, and corrects internal and external program documentation for implementation of OT &E activities on multiple assigned major command weapon system program(s). Serves as the lead CBRNE and force protection program manager with responsibility for researching, interpreting, and developing processes, procedures, techniques and methodologies for all issues involving the OT &E activities of assigned CBRNE/force protection test programs. Leads Development of AFOTEC OT&E Guidance and ensures standardization and compliance. Prepares and delivers oral presentations such as high-level briefings, training sessions, consultations, and strategy sessions with other interna/external organizational functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s). Requirements Conditions of Employment Qualifications In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include applying a wide range of qualitative and quantitative methods for analyzing and measuring the effectiveness, efficiency, and productivity of test and evaluation programs and support activities; expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical DoD, military services, Air Force and joint command plans and programs for participating in or conducting major operations such as CBRNE, Force Protection, combat, mobilization, aircraft, armament, electronic warfare, rescue, special operations, airlift, C4ISR, Space, Missile, Missile Defense, or technology projects; and knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness and suitability of weapon system employment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as CBRNE, Force Protection, combat, mobilization, aircraft, armament, electronic warfare, rescue, special operations, airlift, C4ISR, Space, Missile. Missile Defense, or technology projects. Expert knowledge of the processes of formulating, interpreting, and implementing OT&E guidance and procedures and skill in maintaining web pages to meet AFOTEC needs for information availability. Knowledge of guidelines consisting of general DoD, Joint Service, and Air Force Directives that require considerable adaptation and/or interpretation for application to issues or problems studied. Knowledge of DoD, military services, and various command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness, suitability, and overall mission capability of weapon system employment. Knowledge of the relationship of military modernization planning operations to overall program planning and execution of operational test and evaluations, MOT &Es and non-traditional test and evaluations. Knowledge of and skill in the application of Air Force military, air, space and cyberspace; operator/maintainer and operational test expertise as it applies to assigned air, space, cyberspace, CBRNE, and Force Protection programs. Skill in designing and conducting comprehensive studies, preparing solutions to especially broad, important, and complex military operational test and evaluation areas, recognize and analyze problems, assesses options, and develop timely and economical solutions. Ability to plan, organize, and lead others in studies or projects, controlling team dynamics, coordinating multi­faceted projects/activities, and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
