PAY RANGE: $200,000 - $220,000

Job Summary:
The Territorial Executive Director of Human Resources is the chief Human Resources officer in the Western Territory. Reporting to, and working under the direction of, the Secretary for Personnel, the Director supports and coordinates the provision of all Human Resources services throughout the Territory through the several divisions and commands, having responsibility for meeting both day-to-day operational needs and long term strategic objectives, all in support of the mission of the Army.

As the Chief Human Resources Officer of the Western Territory of The Salvation Army, the Territorial Executive Director Human Resources:
Supports the Secretary for Personnel and Territorial leadership in the management of the Army’s employee work force including as a key participant in the strategic planning processes concerning employee matters. Communicates with Army leadership and field HR representatives, including through regular in-person meetings and contact, to understand the needs of the field relative to human resources services and support, working closely, collaboratively, and creatively to articulate needs and goals and achieving positive outcomes. Performs research and provides resources relative to compensation and benefits. Assists the field in the timely and proper handling of employee relations matters including investigating and responding to employee complaints and grievances, and assisting and supporting legal counsel as required. Ensures compliance with all applicable laws, regulations, and Army policies and procedures relative to Army employees. The Director serves as a risk management officer with respect to compliance issues. Works with the Director of Compliance – Human Resources, to ensure compliance with all Human Resources related laws, regulations and policies. Facilitates education and training for HR staff, supervisors, managers, and others as needed on the full range of HR subjects including for the use of HR tools, such as the HRIS, background checks and verification of eligibility for employment. Develops and maintains the Human Resources Information Systems (HRIS) to streamline certain basic Human Resources functions relating to, among other things, recruiting, applicant tracking, onboarding, records management, performance management, payroll, and similar functions. Supports the recruitment of staff by leveraging HRIS and other resources to identify and articulate workforce needs and requirements; developing and posting job and position descriptions with design and purpose; vetting qualified candidates (including with respect to background checks and eligibility for employment such as I-9 and E-Verify); and providing other support to find and hire well qualified candidates. Supports the process of On-boarding new hires by ensuring all required information and paperwork is provided to or received from the new hire, any initial training or orientation is provided in a timely and adequate manner, and all other necessary actions are taken, including maintaining records relative to the onboarding process. Supports the field in the area of Performance Management, developing tools, providing training, and sharing techniques designed to maximize worker performance and address substandard job performance. Reviews periodically the Army’s policies and practices to ensure consistency with laws and regulations and best business practices. Formulates new and revised policies as needed to accomplish compliance and best practices objectives. Participates, as requested and required, in Army Boards, councils, and committees. Works with and supports in-house and outside counsel on legal matters as needed. Supervises Territorial HR staff, manages all contractors and vendors that provide support to the Department, and manages the costs associated with providing HR support through the Department. Stays apprised of new and potential new laws and regulations and regularly communicates with field staff about new or different legal requirements relating to HR. Serves as the Army’s front line EEO/AA/anti-discrimination compliance officer with respect to the communication and enforcement of such policies. Manages employee benefits, including but not limited to health and dental, insurance, and employee pension, among other things. Performs other duties and function as directed by the Secretary for Personnel.Qualifications and other Requirements:
Education: JD degree from ABA accredited law school and active bar membership with experience in employment law or a Master’s Degree in Human Resources or an equivalent area of study covering a broad scope of HR disciplines. Experience: Minimum 15 years of experience in Human Resources in a corporate environment. Leadership role in the management of a corporate Human Resources Department or subgroup. Strong administrative and management skills. The ability to work with and support officers, as clergy and business leaders, in the religious and operational goals of the Army. Knowledge of employment law with emphasis on statutory and regulatory governance of employer-employer relationship. Ability to think analytically, critically, and clearly. Able to communicate clearly in writing and orally. Ability to formulate clear, concise and effective solutions to complex and difficult issues. Independent follow-through. Brings tasks to completion. While performing the duties of this position, the employee is regularly required to talk or hear. This is largely a sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets and bend or stand on a stool/step ladder as necessary.
This position requires the ability to occasionally lift office products and supplies, up to 20 pounds.
Travel:
Travel is expected for this position throughout the boundaries of The Western Territory and beyond.
