Description of Job
This position supports the HR Academy training program initiative by designing and facilitating statewide HR-related training to increase consistency and utilize industry best practices within a decentralized environment. The HR Academy Training Program is housed in the Learning and Development for the State of Colorado (LDC) team.
As an HR Academy Training Specialist III, this individual contributor role plays an important part in designing and delivering comprehensive statewide HR training courses for state HR professionals. The position balances two key areas: 1) Developing and managing HR courses, particularly e-learnings, using tools like Articulate. 2) Facilitation such as running interactive HR training workshops.
Under the guidance of the HR Academy Staff Authority, this position is responsible for creating and refining content using adult learning theories and instructional design principles, conducting training audits, and supporting the sustainability of the program. The HR Academy Training Specialist engages learners through various modalities, with a strong focus on e-learning while fostering collaboration through in-person and virtual workshops. The position requires handling sensitive and confidential HR-related information with discretion. Additional duties may be assigned as needed.
About HR Academy: HR Academy is a statewide human resources training initiative led by the Department of Personnel & Administration or DPA. HR Academy offers foundational, state-specific education and professional development opportunities designed to empower human resources professionals with the confidence and aligned knowledge they need to excel in their roles.
A summary of the duties and responsibilities will include, but are not limited to, the following:
Facilitation
+ Conducts engaging and interactive training sessions, workshops, and seminars for HR professionals, utilizing adult learning principles and facilitation best practices with some guidance from the HR Academy Staff Authority.
+ Facilitates LDC classes as assigned and other HR-related classes across numerous agencies and institutions within the State of Colorado.
+ Facilitation responsibilities will require some interpretation and application of the Partnership Agreement, State Personnel Board Rules, and other State policies through confidential or privileged conversations with HR personnel, hiring managers and supervisors, and agency leadership teams.
+ Creates and maintains an inclusive and respectful learning environment for all participants.
+ Follows the course scheduling process outlined by LDC team standards and processes.
+ Under the guidance of the HR Academy Staff Authority, consults with agencies on HR training needs.
+ Additional training, consultation, and facilitation related to LDC initiatives as assigned.
Instructional Design
+ Utilizes Articulate Storyline, Rise 360, and Google Slides to develop interactive e-learning modules, presentations, and digital learning materials tailored to HR-specific training needs.
+ Designs and develops HR-specific training programs and materials, including curriculum, training aids, and multimedia presentations, tailored to the needs of state agencies.
+ Supports other teams in creating, facilitating, and evaluating training related to the HR Academy. These teams may include but are not limited to the Learning & Development for the State of Colorado, Labor Relations, Statewide Equity Office, Consulting Services, DHR, agency HR Units, and supervisors.
+ Works with internal and external SMEs to analyze existing personnel procedures, Rules, policies, and practices to assist in the design and development of a variety of HR content as assigned.
E-Learning Management
+ Monitors active e-learning courses and homework, and acts as the learner’s instructor point of contact as assigned.
+ Creates and manages e-learning courses using Articulate and other e-learning development tools to provide flexible and accessible training options.
+ Maintains and completes regular e-learning content audits to ensure content is accurate and relevant.
+ Monitors reports on e-learning usage, course completion rates, and learner feedback for continuous improvement.
+ Work with the Learning Experience Platform (LXP) Specialist to integrate e-learning classes into Cornerstone LXP as assigned.
Business Acumen
+ Maintains knowledge of current learning and development best practices
+ Maintain awareness of emerging trends and best practices within human resources and its relationship to business success in internal and external environments (e.g. agency activity, statewide activity, and hr related trends in the industry.)
+ Proactively identifies relevant subject matter experts to support the HR Excellence program.
+ Is able to field requests for information on the program or HR best practices with minimal support.
+ Conducts research to support the HR Academy to ensure the most up-to-date content and interpretation of Rules, Statutes, etc.
+ Consults with agencies, under the guidance of the HR Academy Staff Authority to support agency needs.
+ Understand the challenges public sector learning and development professionals face and seek solutions to the most impactful challenges.
+ Serves as a resource to internal and external stakeholders such as the Learning Leaders or agency HR practitioners on industry best practices.
+ Maintains a general knowledge of the HR field, other functions within DHR, and the state personnel system.
+ Maintains a general knowledge of federal and State of Colorado accessibility standards.
Professional Development
+ Participates in professional development coursework, training sessions, and/or seminars on an ongoing basis.
+ Determines specific competencies and skills to work on to further their own professional development.
+ Proactively schedules time in advance to participate in professional development
+ Utilize team meetings and 1:1s to share information learned and find ways to incorporate what is learned into HR Academy projects and classes

MINIMUM QUALIFICATIONS:
Experience Only:
At least six (6) years of relevant experience in curriculum development, facilitation, or training in an occupation related to the work assigned to this position
OR
Education and Experience:
A combination of related education and/or relevant experience in curriculum development, facilitation, or training as related to the work assigned equal to at least six (6) years
The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:
+ Experience with Articulate Storyline and Rise 360
+ Preferred SHRM, HRCI, or PSHRA (formerly IPMA) Certification
+ Preferred Human Resources experience
+ Preferred Learning and Development experience
+ Previous State Service related to the work assigned to the position
Conditions of Employment:

Comparative Analysis Process The comparative analysis process for this position may consist of a structured application review, an online assessment and a structured interview.
