The Technical Program Manager (TPM) is responsible for ensuring the successful planning, execution, and delivery of complex technical initiatives. This position requires a strong technical background, a deep understanding of system architecture, and the ability to effectively collaborate across functions to achieve impactful outcomes. The TPM transforms product plans into technology requirements for services, determining which resources will be required to deliver initiatives on the product roadmap and then aligning those to various workstreams in the program. The TPM is accountable for program management throughout the entire lifecycle, including analysis, design, development, testing, implementation, and post-implementation phases. The TPM is accountable for on-time delivery of milestones, identifying and mitigating risk, adherence to service architecture requirements, quality, and ultimately ensuring that the overall technical solution achieves the intended business outcomes.

 

WHAT YOU’LL BE DOING:

Managing the lifecycle of complex cross-functional product initiatives. Unblocking teams and increase the speed of delivery. Negotiating resources and priorities and escalate effectively. Transforming product requirements into technology requirements for services and map to required resources needed for execution. Establishing individual workstreams. Leveraging technical expertise to define scope, effort, success metrics, and delivery timing for each workstream. Identifying and resolving priority discrepancies in bottlenecked resources. Tracking resource spend against budget.  Coordinating program execution across impacted cross-functional federated teams (Data & Analytics, UX/UI, DevSecOps, Architecture / Infrastructure) and ensuring that everyone is aligned towards common objectives resulting in ongoing alignment of milestones, deliverables, and dependencies so that issues are found early and solved, reducing risk to delivery dates  Confirming alignment of project goals with business objectives; establish communication cadence with stakeholders to secure necessary resources and support  Partnering closely with tech leads to bridge the business needs with the technical challenges to help balance time-to-market with quality, reliability, security, and scalability  Establishing overarching program-level governance to ensure alignment across projects and promote effective coordination; including success metrics, technical standards, defining authority levels, and establishing communication channels among project teams  Proactively identifying potential technical and operational risks, develop mitigation strategies  Gaining acceptance of high-level design and detailed design documentation through enterprise and peer design reviews  Supporting the design of application architecture components and documentation of relevant system or software changes or enhancements Communicating ideas effectively, verbally and in writing, to a wide range of audiences including Directors and VPs. Fostering a constructive dialogue, harmonize discordant views, and leading the resolution of contentious issues (build consensus). Partnering successfully with customers, Product owners, other stakeholders, and engineering teams. Practice and model best practices in technical project and program management such as communications, stakeholder management, planning and scheduling, identifying critical path, managing within budget and resource constraints, managing risk, and escalating appropriately. Actively mentors/develops others. Performs Tech promo assessments.

 

YOU’VE GOT WHAT IT TAKES IF YOU HAVE/ARE:

 

•    7+ years of software development or architecture experience
•    7+ years of experience in a software defined infrastructure (SDi, SDDC, SDE) environment, preferably architecting IaaS, SaaS, PaaS offerings
•    5+ years of technical program management experience working directly with software engineering teams 
•    Bachelor’s degree in computer science, computer engineering, or a related technical or business field
•    Systems Thinking: possess a holistic point of view and understand how various components and subsystems within a program or project interact with each other
•    Ability to transform product requirements into technology requirements for service
•    Strong understanding of system design and service-oriented architecture, ability to design architecture components
•    Analytical skills:  deal with complex program data, metrics, and performance indicators
•    Agile mindset with ability to assess complexity and determine suitable approach to manage an overall program and sub-programs; Waterfall, Scrum, Kanban, etc.
•    Project management, leadership, dependency management, and cross-group collaboration experience
•    Communication/presentation experience through all levels of the organization, technical and non-technical
•    Deep technical expertise of respective service such as cloud, storage, or compute, in design and development
•    Experience with modern tools such as Atlassian (Jira, Confluence)

 

IT WOULD BE IDEAL IF YOU HAVE/ARE:

•    Broad knowledge of build, integration, deployment, and provisioning of cloud services; primarily MS Azure and Google Cloud
•    Experience with Webforms, Angular, PHP, C#, Mongo Db, NoSQL Dbs
•    Expertise in multiple version control systems (Git, GitHub, Bitbucket, etc.) and Cloud Foundry development
•    Experience with configuration management systems (Chef, Puppet, BOSH)
•    Ability to develop custom tool integrations
•    Ability to write consistent and published APIs

IN OFFICE REQUIREMENT:

Relias values collaboration and wants to ensure that our team members have opportunities to work with their teams regularly for professional development opportunities. Our flexible hybrid work environment requires that you live in the state of North Carolina, within a commutable distance to our office (~1-hour commute). You would be expected to work in our Morrisville, NC Headquarters approximately 30/40 days/quarter.
