Project Summary:

USAID/Somalia Monitoring Learning Project-2 (SMLP-2) uses a third-party monitoring (TPM) system to collect data that verifies partner reported outputs and selected outcomes, and to deduce lessons learned from humanitarian programs in Somalia funded by BHA/Somalia. The overall goal of SMLP-2 is to increase BHA/Somalia’s access to independent, verifiable data related to the 1) quantity and quality of activities delivered, and 2) performance of BHA-funded programs in Somalia. This increased access to data will allow BHA/Somalia to make more evidence-based program design, implementation, and strategy decisions.

Position Summary:

The Technical Associate will enhance the analysis capacity of the monitoring team within the SMLP-2 project. This initiative addresses the challenge of insufficiently interpreted data review for site visits, aggregated TPM reports and learning activities. The Associate will conduct a comprehensive review of background documents, raw data, and existing reports to identify gaps in analysis and propose improvements on the SMLP-2 project. This position entails an expert review of TPM Report 4, alongside raw data from Fulcrum, and Site Visit Reports (SVRs), to identify current review practices and propose enhanced analytical approaches. This role will collaborate with the current analysts, prepare, and deliver presentations, and recommend analytical methodologies to enhance data interpretation and application. The Level of Effort required to complete this assignment is up to 10 Days (May 27 – June 10, 2024).

 

Responsibilities:

Review background documents including the annual monitoring plan and schedule, TPM Report 4, and 26 SVRs. Evaluate raw data from approximately half of the SVRs to identify current review practices and propose enhancements. Conduct samples of evaluation to demonstrate potential improvements and prepare and deliver a presentation to workshop participants on July 10. Collaborate with our current analysts to ensure seamless integration of findings into ongoing project activities and TPM Report 5.

 

Qualifications:

Master’s degree in a relevant field is required. Minimum five years of experience in qualitative research and/or monitoring, evaluation, and learning in Somalia is required. Minimum five years of experience with qualitative and quantitative research and data analysis is required. Minimum five years of experience with quantitative data analysis software such as STATA or SPSS is required. Minimum five years of experience with the identification of trends and correlations in data required. Experience with practical research highly desirable. Familiarity with BHA programs and knowledge of IP activities in Somalia is highly desirable. Proficiency with Microsoft Excel and PowerBI is required. Strong oral and written communication, analytical, interpersonal, and team management skills is required. Oral and written proficiency in English is required.
