Team Leader/Chief Resident Engineer, Pakistan
CDM Smith’s International Development Group is now accepting applications for the position of Team Leader/Chief Resident Engineer for a $12M roads-related construction supervision consultancy in Pakistan. The Khyber Pakhtunkhwa Rural Roads Development Project (KP-RRDP), funded by a loan from the Asian Development Bank, aims to enhance connectivity, economic development, and tourism in the Khyber Pakhtunkhwa province of Pakistan.

The project focuses on rehabilitating flood-affected roads, rural access roads, tourism roads, and bridges, with the goal of improving accessibility, connectivity, and socioeconomic development. The project also aims to enhance resilience to natural disasters and leverage the region's tourism potential, ultimately improving the quality of life for residents and unlocking new socio-economic opportunities.

The Team Leader is expected to be engaged for 30 person months out of the 48-month total duration of the project. The selected candidate should expect to be based in KPK Province, near to the project office, for their 30-person month period of performance.

Responsibilities
The Team Leader/Chief Resident Engineer (TL/CRE) has lead responsibility for the organization and delivery of consultancy services and reporting to Client. The TL/CRE will head the Consultants’ team and will work directly to manage project activities and all matters pertaining to project performance.

Responsibilities of the CRE / Team Leader / PM will include, but not be limited to, the following:
- Assume full responsibility for the consulting team/staff, including management of a team of resident engineers managing individual work packages for the construction supervision and contract administration of transport infrastructure (e.g., flood-affected roads, rural access roads, tourism roads and bridges)
- In close coordination with consulting team/staff, assume full responsibility for management and performance of construction supervision and other services/works/activities under the consultancy contract—to ensure adherence to approved designs, specifications and timelines
- Ensure compliance to and timely completion of all project deliverables.
- Report to the client on all matters of project implementation, including technical issues and progress.
- Ensure successful implementation of environmental and social safeguards requirements.
- Provide training and capacity-building sessions for engineers and technical staff.
- Ensure compliance with Asian Development Bank (ADB) guidelines, policies, and procedures related to environment, social safeguards, and finance.
