Key Responsibilities:
World Vision International in Papua New Guinea, supported by World Vision Australia, serves as the Principal Recipient (PR) for the Global Fund’s Grant Cycle 7 (2025–2026), focusing on managing integrated TB/HIV responses. The grant aims to implement an enhanced package of services with fidelity, emphasizing concentrated interventions, increased efficiency, and scalable lessons. The PR will directly implement services in four provinces—National Capital District, Morobe, Western Highlands, and West New Britain—while Sub-Recipients adopt new HIV interventions to close prevention and treatment gaps within two years. The TB Technical Specialist will provide critical technical leadership to Provincial Health Authorities (PHAs) for high-impact TB interventions, ensuring effective prevention, diagnosis, treatment, and monitoring. This role involves collaboration with health teams and stakeholders to enhance program performance, improve service delivery, and build the capacity of health staff.
MAJOR RESPONSIBILITIES
Technical Support for TB Program Implementation
Provide technical expertise in the design, planning, and implementation of TB prevention, treatment, and care programs at the provincial level.Ensure adherence to national and international TB guidelines, protocols, and Global Fund requirements.Work closely with the PHA to develop and adapt context-specific strategies for TB program interventions, ensuring alignment with national TB control priorities.Support PHAs in the province to effectively implement WHO-recommended TB screening strategies and integrate rapid diagnostic tests (RDTs) into the TB case finding process. This includes strengthening local capacity, ensuring accurate diagnosis, and increasing TB detection rates to reduce transmission and improve TB care outcomes.Assist COP in preparing for technical meetings on TB by preparing materials and developing presentationsCapacity Building and Training
Facilitate capacity building for PR operation teams, healthcare workers, PHA staff, and implementing partners to enhance TB service delivery.Conduct training sessions and workshops for healthcare workers at the provincial and district levels to improve their knowledge and skills in TB diagnosis, treatment, and management.Strengthen the capacity of healthcare providers to deliver quality TB services, including integrating TB care with HIV and other health services.Provide mentorship and on-the-job coaching to health workers to ensure the sustainability of TB interventions.Lead capacity-building initiatives, including training workshops and hands-on sessions, to strengthen the knowledge and skills of health staff in TB screening and diagnosis using WHO-recommended methods.Monitoring and Evaluation
Support the development and implementation of monitoring and evaluation (M&E) systems to track the progress and impact of TB interventions at the provincial level.Assist in the collection, analysis, and reporting of TB-related data, ensuring accurate and timely reporting of program indicators to the Global Fund and other stakeholders.Provide technical guidance on the use of data for decision-making and program improvement.Review Progress Reports for providing quality technical information on progress on indicators, work plan tracking measures, and activities under the Global Fund projectConduct visits to the field for assurance of quality of HIV/AIDS services delivered to the project beneficiaries, develop and implement standardized protocols and mechanisms for identifying and rectifying issues of program qualityStakeholder Engagement and Coordination
Develop strategies to foster meaningful partnerships with technical partners in PNG on key areas of TB response under the program including case detection, treatment, and prevention interventions and assist the project team in preventing doubling of efforts with other partners for TB response to maximize efficient use of resources available for controlFacilitate coordination and collaboration among key stakeholders, including local health authorities, provincial health teams, non-governmental organizations (NGOs), and community-based organizations (CBOs).Work closely with the national TB program, other technical specialists, and partners to ensure alignment of TB activities with broader public health strategies and Global Fund objectives.Represent the TB program in provincial meetings, technical working groups, and other relevant forums.Advocacy and Awareness
Support the development and implementation of advocacy and communication strategies to raise awareness about TB prevention and treatment at the community level.Advocate for increased community engagement in TB care and encourage active participation in TB prevention and treatment programs.Internal & External Liaison and Coordination
Coordinate with WHO to ensure appropriate technical support for TB is provided to NDOH and PHAParticipate in key meetings and workshops as appropriate and provide support to the NDOH disease program managersREQUIREMENTS
Public Health Practitioner with expertise in monitoring and evaluation of public health programs in developing countries, knowledge of Epidemiology.Minimum five years’ progressive experience in implementing TB and HIV grant programs or health system strengthening programs in developing countries.At least 5 years of experience working in TB program implementation, with a strong background in TB clinical management, prevention, and monitoring.Experience working in resource-limited settings, particularly in TB programs supported by international donors such as the Global Fund.Proven experience in training, mentoring, and building capacity in health staff and local communitiesA medical degree (MD, MBBS) or a relevant advanced degree in public health, epidemiology, or a related field.Postgraduate training in TB/HIV related trainings are preferredWorked or trained with WHO or IUATLD (The Union) on TB or HIV related areas, residency and scholarship an added advantageIn-depth knowledge of TB control strategies, treatment regimens, and current guidelines (national and international).Strong skills in data management, analysis, and reporting.Excellent communication, interpersonal, and organizational skills.Ability to work collaboratively in multi-disciplinary teams and with a range of stakeholders.Knowledge of Global Fund processes and reporting requirements is desirable.Excellent computer skills (MS Excel, Word, PowerPoint and Outlook)Excellent interpersonal communication skills with the ability to work closely within teams with proven leadership and management skills in coordinating project teams and working with consultants in disease surveillance, surveys, M&E activities and operational research.Ability to work with a sense of accountability and responsiveness in a diverse, cross-cultural environment.Applicant Types Accepted:
