Tax Specialist   

 

JOB PURPOSE 

 

Support the activities of the Accounting and Tax & Treasury departments to keep, maintain, prepare and report the tax records and periodic tax payments by the company. Analyse complex quantitative and qualitative data, quickly identifying the key and strong control environment in the Finance department and the company in general. 

To assist the Tax and Treasury Manager with analysis of tax matters and information for informed strategic decisions.. 

To assist the Tax and Treasury and the Accounting & Reporting Managers to prevent losses arising from deviation from guidelines and the Heineken Tax Control Framework and Heirules. 

To maintain the tax accounts and records and assist in tax audits and health checks 

Prepare tax declarations and render periodic tax returns and management the payment of taxes 

  

Context 

 

The main role is tax planning, reporting and compliance and management of tax accounting. Assist in tax risk minimization in general. Interface between the tax & Treasury and Accounting departments. Ensure strict tax compliance and discipline and participate in Tax audits and periodic tax health checks.   

 

  

KEY RESPONSIBILITIES AND ACTIVITIES 

  

Planning and Reporting  

Preparation of corporate (income and excise) tax returns  

Review, identification, and implementation of significant tax (income and excise) planning opportunities  

Monitoring and implementation of tax control framework   

Preparation and maintenance of corporate tax (income and excise) defence file  

Processing income tax certificates  

Preparation of monthly tax exposure/highlights report  

Review of tax impact of contracts/transactions  

Preparation and monitoring of tax contribution and trend analysis for timely identification of tax risks. 

 

Tax declaration 

Preparation, verification and declaration of bi-weekly, monthly, quarterly and annual tax returns on time and in full – VAT, Withholding tax, Excise duty, PAYE, Company income taxes. 

Preparation, verification and declaration of miscellaneous taxes namely billboard taxes, vehicles licenses, factory permit, land rent and rates, etc of all districts in Rwanda and by our different depots 

Preparation and payment of all taxes on due dates 

Processing withholding tax certificates requests from RRA and rendering the certificates/reports to foreign vendors and shareholders. 

Compliance and audit 

Monthly and annual tax reconciliation  

Payroll tax: to analyse salaries recorded in Navision in order to compare them to those of payroll declaration and to propose corrections if necessary 

VAT:  to analyze sales recorded to those of VAT declaration and propose corrections if necessary 

Excise duty:  by the end of every month, to make reconciliation between quantities declared in three decades with quantities of “consolidated warehouses reports” elaborated by Control and Planning department 

Quarterly contribution to Rwanda Social Security Board (RSSB):  to make reconciliation between salaries declared on payroll deduction and those of RSSB, also to compare contributions declared to those posted in NAVISION and propose correction if necessary   

Fiscal Audit 

Providing information, clarification and support document requested by RRA concerning our customs and suppliers or for any fiscal Audit 

 

Reporting 

Providing a monthly justification of tax accounts and packaging obligation account, a monthly and annual taxes overview 

Providing requested data for annual CIT (Company Income Tax) computation 

Monitoring BRALIRWA LTD’s account as established by RRA (Rwanda Revenue Authority) 

Monitoring the annual payment of duties operating frequencies (Motorola, Satellite) 

Preparation and filing of tax returns – PAYE, WHT, VAT 

Processing of necessary tax certificates – Employee TCC & Bralirwa WHT credit notes 

Follow up on any tax credit notes with the the Rwanda Revenue Authority 

Periodic reconciliation of financial results to tax returns  

Periodic tax position reconciliation with tax authorities  

Resolution of current/outstanding tax issues and assessments  

Preparation of adequate tax defence file  

Management of physical documents/filing and archives to compliment the process of managing  tax correspondence/audit defence  

Preparation and submission of application of various permits and exemptions including but not limited to duty remission exemptions, VAT exemptions, investment registration, etc. 

Submission of regular duty remission reports to the RRA customs. 

Any other reporting responsibilities that may arise. 

 

QUALIFICATION AND SKILLS 

Bachelor's degree in accounting/ finance / economics; 

Minimum of 3 years' experience in tax related fields (Professional firms or Rwandan Tax Authority) 

CPA is advantage 

Fluency in English, Kinyarwanda. French is an added advantage 

Working knowledge of Microsoft Software: Word, Excel, PowerPoint

Be able to work in multi-cultural, multi-national and multi-lingual organization 

Excellent and effective communication and interpersonal skills 

Time Management and Organizational Skills 

High level of commitment and working with minimal supervision 

Must be proactive, reliable and able to pay keen attention to the smallest of details
