The Division of Welfare Self-Reliance is excited to announce an opportunity for a compassionate, motivated, and innovative team member to join us as a Program Specialist-DHW for the Temporary Assistance for Needy Families (TANF) program. This is a full-time position based out of the Central Office located in downtown Boise. Idaho, with the possibility of a hybrid work arrangement upon approval. Some statewide and national travel, including overnight stays, may be required. Candidates must be willing and able to travel as needed. The successful candidate will be the subject matter expert for the Temporary Assistance for Families in Idaho (TAFI) program. The incumbent in this position must possess the ability to research and interpret policies, prepare program and fiscal reports, track status of cases and recommend actions, and disseminate information to staff and other partners. Work in partnership with division staff to create tools, materials, and documents necessary for contract monitoring. + Provide service desk support, address contract escalations, and manage contract invoices. + Conduct and support audits, fair hearings, and public record requests. + Develop, update, and communicate policy manuals, program rules, and procedures. + Provide technical assistance, training, and mentoring to staff and stakeholders. + Identify and address automated system issues, collaborating with IT teams for improvements. + Summarize and interpret data reports to enhance processes, policies, and program effectiveness. MINIMUM QUALIFICATIONS: You must possess all the minimum qualifications below to pass the exam for this position. Typically gained by approximately one year of experience where this was a primary responsibility of the job. This experience may include participation in a regional or statewide quality assurance team, business change or project team or a similar assignment. + Experience developing technical written materials such as policies, technical manuals or rules/regulations. Typically gained by at least one year experience working in a business setting developing training materials, reports, policy and/or procedure manuals, written interpretations of law, rules, or policies, or any related background which would be considered similar. + Experience providing technical program assistance to staff. Typically gained by at least one year of experience providing technical assistance to staff in a business setting which could include formal and informal assignments to assist, mentor or train new staff. SPECIALTY MINIMUM QUALIFICATIONS: + Experience researching, interpreting and applying rules and laws. Typically gained by at least one year of work experience using handbooks, policy and/or procedure manuals, written interpretations of law, rules, or policies. + Experience managing projects within a multidisciplinary team. Typically gained by at least one year of work experience managing projects within a multidisciplinary team. + Experience with quality assurance/improvement principles and evaluation methodologies. It is not required for the position but applicants with this experience may receive consideration over other applicants. + Experience researching, interpreting and applying rules, policies, and procedures related to one of more of the following: Child Support, Food Stamps, Medicaid Eligibility, Cash Assistance to the Aged, Blind and Disabled (AABD), Child Support financial and paternity establishment casework OR other Self Reliance Program involving cash assistance or child care. Typically gained by at least one year experience performing these tasks in a government, nonprofit or social service setting. + Experience in providing technical program assistance, support, mentoring, and training to staff in a business environment. Typically gained by at least one year of work experience developing materials, delivering instruction or providing support to other staff. + Knowledgeable in developing business requirements for technology and automation solutions to improve program outcomes. Typically gained by at least one year of experience collaborating with IT professionals or business analysts to define system requirements and automation solutions. + Experience in tracking budgets, processing invoices, and implementing strategies for grant-funded projects. Typically gained by at least one year of experience working with grant management, or providing support with budgeting or fiscal departments.
