Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)". This National Guard position is for aT5 SUPV HR SPEC (MIL) , Position Description Number PDT5033000 and is part of theSC MILPO, South Carolina National Guard. Responsibilities ***This is a Title 5 National Guard Employee position description.*** This position is located in the Military Personnel Office (MILPO) of the Army National Guard (ARNG) in the Plans and Actions Branch. The purpose of this position is to manage one or more of the following human resource programs: Officer Personnel Management (OPM), Enlisted Personnel Management (EPM), Personnel Systems, Boards Branch, Personnel Services Section, and Retirement Services. Work performed is in administrative positions that manage, supervise, administer, advise on, or deliver human resources management products or services. Requirements Conditions of Employment Qualifications AREA OF CONSIDERATION (AOC): This is a Title 5 "Excepted Service " position under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to US citizens interested in helping the Department of the Army meet our mission requirements. Area of Consideration: This position is open to Area 1 Only. Area 1: Current employees (Tenure 1 and 2 / internal to the Agency) Area 2: All other applicants (external to the Agency) GENERAL EXPERIENCE: (All positions except Reporting Stenographer, Shorthand Reporter, and Closed Micro-phone Reporter)--Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. SPECIALIZED EXPERIENCE:1-year specialized experience must be equivalent to at least the next lower grade. Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. CONDITIONS OF EMPLOYMENT & NOTES: 1. The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment. 2. Irregular and overtime hours may be required to support operational requirements or contingencies. 3. The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments. TITLE 5 EXCEPTED SERVICE GS-0201 ADDITIONAL QUALIFICATION REQUIREMENTS: 1. Veterans' Preference Program criteria are ALWAYS applied to rate the qualified applicants. 2. The Priority Placement Program criteria are ALWAYS processed and cleared PRIOR to advertising Internal and External positions, via Job Vacancy Announcements. 3. Prior to Title 5 Excepted Service appointment, an applicant must have a current completed/cleared drug test. 4. Prior to Title 5 Excepted Service appointment, must possess and provide a valid federal government- issued identification card as required to validate citizenship. 5. Must possess or be able to obtain the proper clearance type and level within one year of appointment according to DoD Personnel Security Program Management Directives. 6. As a basis of continued Title 5 Excepted Service employment/appointment to a GS-0201 position, the employee must complete all Human Resources Program education and training. 7. The Title 5 Excepted Service employee, expert level, must complete at least one of the Human Resources Program Certifications requirements within two years of initial hire date or promotion appointment date. 8. The Title 5 Excepted Service employee is subject to adverse actions, to include reassignment to a lower-grade, without pay or grade retention, and/or separation from federal service, if he or she fails to complete the Human Resources Program education and certification requirements. 9. As a basis of continued Title 5 Excepted Service employment/appointment to the GS-0201 position, the employee must have and maintain a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals. Education EDUCATION REQUIREMENTS: A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
