OVERVIEW:
The Department of Administrative and Financial Services (DAFS) Office of Information Technology provides information technology support to over 13,000 employees. MaineIT oversees large-scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies.
MaineIT is seeking a qualified and skilled individual who is self-motivated to part of the extended management team for the Applications Support team supporting MaineDOT and who will represent ourC.A.R.E.values in all that they do. At MaineIT we:

ABOUT THE JOB DETAILS:
This position will be focused on managing the IT Planning Group within our MaineIT team that supports MaineDOT in the acquisition of IT Applications and Services. This role requires a strong understanding of both IT and procurement processes, as well as the ability to effectively manage a team. Although we are in a team environment it is expected that you will be able to work independently to trouble shoot issues while leading the analysis, specification, design and implementation phases of the system engineering lifecycle. An ability to communicate complex technical issues effectively both verbally and in writing is also important.
WHAT IS IN IT FOR YOU?
Hybrid Work Opportunity – This position is a hybrid remote/onsite position. The onsite location is in Augusta, Maine and the remote location must be within the state of Maine.
+ You will have an opportunity to work with a dedicated team of software developers and key stakeholders in MaineDOT to analyze issues and design solutions which will result in projects of various sizes.
+ You will participate in technology acquisitions and implementations of new hosted systems. MaineDOT uses a wide variety of technology in the office, on the roadway infrastructure, in laboratories, and in the field to support infrastructure construction planning and execution, transportation systems operations and maintenance, and business management.

WHAT WILL YOU DO?
+ Leadership and Team Management: You will be guiding a diverse group of professionals, ensuring that they stay on track with business goals while maintaining high work standards. Including providing clear direction, mentoring, and fostering a collaborative environment.
+ Technical Understanding and Systems Engineering : You will need to bridge the gap between technical and business teams. Your understanding of systems engineering will be crucial in understanding how new solutions integrate into the existing ecosystem, managing risk, and ensuring scalability and performance.
+ Procurement Expertise: Since this involves managing the procurement lifecycle, you’ll need a strong understanding of how to evaluate vendors, ensure contract alignment with business needs, and be familiar with the intricacies of procurement procedures to guarantee that the solutions acquired are cost-effective and meet the required specifications.
+ Analysis and Documentation : Writing and documentation are key elements. Drafting Concepts of Operation and documenting business-system interactions will require precision. You will need to convey technical information that is clear and actionable for both technical and non-technical stakeholders.
+ Cross-Functional Collaboration: Working with both business and vendor teams means facilitating clear communication, aligning objectives, and sometimes negotiating requirements or constraints to ensure the final solution meets everyone’s needs.
REQUIREMENTS
The ideal candidate possesses the following:
+ Understanding of systems engineering principles and methodologies, including defining system and business requirements, functional analysis and integration planning.
+ Strong technical aptitude; analytical and excellent problem-solving abilities.
+ Experience with IT systems acquisitions (RFPs, evaluating and selecting proposals, contracts, implementations and Vendor Management)
+ Excellent communication skills, with the ability to collaborate effectively with cross-functional teams and present complex information clearly to stakeholders.
+ Knowledge of Transportation systems is a plus.
+ Strong desire to provide great Customer Service.
+ Ability to prioritize, remain calm under pressure, pay attention to detail and make decisions independently on fact-based data and analysis.
+ Excellent time-management skills, able to work on multiple projects and meet deadlines in a fast-paced environment.
+ Ability to define and resolve complex technical problems independently and in a team environment.
+ Self-motivated, with the ability to meet and exceed position requirements under minimal direction and supervision.
MINIMUM QUALIFICATIONS:
+ Seven (7) years of progressively responsible experience in application system analysis and programming including a minimum of one (1) year in a working supervisor role -OR-
+ a Bachelors Degree and 3 years of progressively responsible experience in application system analysis including a minimum of one (1) year in a working supervisor role -OR-
+ a Masters Degree and 1 year of progressively responsible experience in application systems analysis in a working supervisor role.
The selected candidate will be required to pass the required background checks(fingerprinting may be required) as a condition of employment.
