Visit arcfield.com for more details. Responsibilities This is role will be part-time (up to 32 hours per week) but may require occasional surges to FT to support priority initiatives. The sponsor is seeking a highly skilled Systems Engineer to support the implementation of IC Data Strategy-aligned programs and planning efforts for mission-critical data innovation initiatives. The ideal candidate will begin by focusing on data-related investments affecting the entirety of the IC, driving advancements to the IC’s digital foundation, persistent mission engagement, supporting the implementation of cutting-edge technologies and methodologies to enable rapid delivery of concepts and capabilities. The ideal candidate will have a proven track record of supporting multiple executive-level organizations in similar roles, with a strong understanding of varying aspects of end-to-end data lifecycle management. Additional background in providing tactical support to mission programs across multiple domains (e.g., collection, operations, analysis, business data) is preferred, as is experience with challenges associated with data usage in these contexts. The successful candidate will provide technical and programmatic leadership, oversight, and integration for local and IC-wide programs, ensuring alignment with the sponsor’s strategic initiatives. Additionally, they will possess a strong understanding of the strategic planning, program planning, and budget lifecycle, as well as contract development and acquisition processes. Technical Leadership, Oversight, and Requirements Management: Provide technical leadership, oversight, integration, and programmatic engineering for various programs, including overseeing the integration of end-to-end data management solutions across data innovation programs. Interface with internal and external customers and stakeholders to gather, analyze, and compose technical requirements and business use cases, ensuring that the identification and decomposition of requirements are coordinated, documented, and negotiated. Ensure that solutions are consistent with IC security controls, accreditation, and other data policies and constraints, with a focus on future alignment to the application of zero-trust data pillars. Collaboration and Communications Work closely with executive leadership and senior stakeholders to ensure programs are aligned with objectives. Work closely with requirements engineers, data managers, and other experts across multiple internal and IC organizations to meet program objectives. Provide strategic and programmatic level support to building out portfolios and communities of subject matter experts across emerging technologies to include data and tradecraft research provided by an academic research element. Work to link the academic research findings to value outcomes across IC priorities. This includes helping develop programs across AI, cyber, S&T priorities, counternarcotics, comparative analysis across regional and functional mission areas, commercial data, and more. Collaborate across disciplines and across the full data lifecycle, focusing on usage and outcomes of the use of IC data from initial planning for collection or procurement through evaluation of end user usage across various mission work-flows. Key Skills and Expertise Experience with Intelligence Community Services of Common Concern, as well as a wide variety of C-wide enterprise programs and their data structures and challenges. Experience with project/program/portfolio management, including planning, coordination, and execution, and understanding the alignment of projects within the portfolio. Excellent communication and interpersonal skills, with the ability to translate technical information into clear, readable documents and presentations. Ability to analyze complex issues and identify solutions. Proven ability to work independently with multiple IC agencies and stakeholders at the highest levels. Provide ad hoc support to the IC Chief Data Officer and other executives as needed to support the execution of programs aligned with the IC data strategy. Qualifications Must possess and be able to maintain a TS/SCI Clearance with Polygraph Bachelor’s degree (or equivalent experience) in Computer Science, Information Systems, Engineering, Business, or a scientific or technical discipline. Minimum 15 years of experience. Analytical and conceptual skills; ability to create original concepts/theories for various projects. Technology Design — Adapting equipment and technology to serve user needs. Ability to convert customer or product requirements logically and systematically into total systems solutions that acknowledge technical, schedule, and cost constraints. Ability to analyze and study complex system requirements, for example: Perform functional analysis, timeline analysis, cost estimation, trade studies, requirements allocation, and interface definition studies to translate customer requirements into hardware and software specifications. Apply the concept of operations set of disciplines for the planning, analysis, design, and construction of information systems across a major sector of the organization. Knowledge of the practical application of engineering science and technology. Experience with activity and data modeling, transaction flow analysis, internal control, risk analysis, modern business methods, and performance measurement techniques. Desired Qualifications Doctorate (or equivalent experience) in a field related to the position. 20 years of experience. 5 years of experience in the Intelligence Community. Ability to convey technical information to non-technical individuals. Ability to work in a dynamic and challenging environment. Strong oral and written communication and interpersonal skills. Complex Problem Solving — Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
