Pay Grade:$27.31-$43.69 Exhibit skills in HIS and CIS applications to include configuration, security, testing, training, and operational workflow for all assigned applications. Assists with management of vendor relationships and contracts for software, services, equipment and hardware. Maintains accurate and reliable records for HIPAA, historical accounting and budgeting needs. Assists departments in special retrieval of information in report formats needed for optimal data analysis. Assists users with reported system issues that arise within assigned departments and/or applications, reporting, file/table maintenance, testing, training and upgrades are all part of the responsibilities. Assists in evaluation of vendors and applications. Provides analytical and technical support/assistance to the division’s analysts, computer programmers and documentation specialist. Conducts studies to determine technical and economic feasibility of proposed computer applications. Establishes system parameters and formats, and ensures hardware/software compatibility. Analyzes science, engineering, business, and all other data processing problems for application, including electronic data processing systems. Analyzes and documents user requirements, procedures, and problems to automate or improve existing systems. Reviews computer system capabilities, workflow, and scheduling limitations. Analyzes and evaluate vendor-recommended and user-requested enhancements, modifications, or corrections. Determines operational and procedural changes which will result in business solutions for assigned applications or systems. Evaluates new proprietary and utility software. Performs feasibility studies involving analysis of all related software and determines interdependencies and interface specifications. Determines additional computer resources such as communications lines and controller terminals, second storage, etc., which will be required. Coordinates the effect of changes within assigned applications or systems including but not limited to computer operations, application and system programming and hardware/ software vendor resources. Technically responsible for assigned area of work. Monitors systems operations and use through automated reports and manual review of logs. Stays current and knowledgeable of the latest technological developments for assigned areas. Assists with application evaluations for possible hospital use and makes recommendations accordingly. May represent Howard University Hospital at vendor conferences and user-group meetings which relate to assigned areas. Presents the hospital’s case for enhancements or improvements. Assists in preparation and administering of educations materials and end user training. May serve as a member of a team performing assignments on projects. Creates work specifications input/output descriptions test plans, report formats, flow diagrams, installation and conversions strategies, unique considerations, etc. Assures operational continuity by action in the absence of the Manager, Applications Software Support Services. Establishes system parameters and formats, and ensures hardware/software compatibility. Analyzes programming, or other system settings, business processing, and related data processing to automate or improve existing systems or capabilities. REQUIRED QUALIFICATIONS: Associate degree in Computer Science, Engineering, or Information Systems related area required..In lieu of degree, ten or more (10+) years of relevant experience will be accepted. Healthcare experience and software experience working with systems are preferred. Experience applying analysis, design, programming, and project management skills with an emphasis on systems implementation. On-call availability is required for this position.
