Summary You will serve as the Information Business Systems Director and Command Data Officer (CDO) of Naval Facilities Engineering Systems Command (NAVFAC) located at an Echelon II Command at Washington Navy Yard. Responsibilities This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to your experience demonstrating the four competencies above, you must have one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Ability to provide expert technical advice, guidance and recommendations to management and other technical specialists on IT data issues.2) Leading cross-discipline teams to certify the availability, reliability and accessibility of secure IT systems and infrastructure. 3) Applying database management concepts, principles and methods to evaluating the aspects of data within a framework. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. 1) Mastery of and skill to provide expert technical advice, guidance and recommendations to management, identifying and resolving other IT workforce issues and providing technical specialists on critical IT issues which include tracking and managing capital planning and investment controls focusing on enabling the IT and cyber strategic goals and objectives. Ability to provide expert technical advice, guidance and recommendations to management and other technical specialists on IT data issues. 2) Ability to collaborate with cross-discipline teams to certify the availability, reliability and accessibility of secure IT systems and infrastructure. Oral and written communications techniques sufficient to illustrate the technical/integration/interoperability issues, communicate complex technical requirements to non-technical personnel, and prepare and present briefings to senior officials on complex/controversial issues. 3) Mastery of and skill in applying database management concepts, principles and methods sufficient to evaluating the aspects of data within a framework that is visible, accessible, understandable, linked, trusted, interoperable and secure, and developing strategies, concepts, methods and best practices for managing data within these dimensions.
