Summary This SUPV IT SPECIALIST (PLCYPLN) position in the Air National Guard Intelligence/Communications field supporting the Distributed Common Ground System (DCGS-2) weapon system and is part of the California 222d Intelligence Support Squadron. Responsibilities THIS IS A T32 EXCEPTED SERVICE, INDEFINITE POSITION Selectee may be non-competitively converted to permanent status if/when funding becomes available or position becomes unencumbered. The primary purpose of the SUPV IT SPECIALIST (PLCYPLN), GS-2210-13, Is to ensure that the squadron meets all wartime combat readiness standards, and provides guidance and direction to the squadron through planning, coordinating, and directing a variety of functions including information management, telecommunications networks, help desks, communication networks (voice and data), plans and programs, local computer program development, computer systems operations, radio and computer maintenance, logistics plans, supply, quality assurance, human resources development and management, and maintenance control. Through subordinate supervisors, the incumbent directs and supervises staff functions affecting very complex telecommunications systems composed of a wide variety of high cost, sophisticated equipment, and is responsible for all technical support and maintenance activities to include computer and telephone technical support, radio maintenance, secure communications maintenance, and support equipment maintenance. The position is responsible for environmental, safety and physical security programs. May make additional selections within 90 days of eligible(s) issuance. Requirements Conditions of Employment CALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in the California National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Military technicians must be assigned to a military position in the same unit which they are employed or, in a unit that is supported by the employing activity. Military technicians must hold the military grade specified for the position. Priority Areas(s) of Consideration: Priority consideration is first given to the areas below. AREA I= Current California National Guard employees who are serving on a Permanent/Indefinite/Temporary appointment. AREA II= Current California National Guard members. AREA III= Current military members of the Air Force/Army National Guard, Air Force/Army Reserve or Air Force/Army Active Duty. (Applicants who are currently in other Air/Army branches and NOT currently a member of the California National Guard (CNG) must become a member of a compatible unit of assignment within the Air Force CNG commensurate with the military grade listed in this announcement prior to federal assignment). Military Grades: O-3 or O-4 Recruitment/Relocation Recruitment/Relocation Incentive IS NOT authorized. PCS Relocation Costs MAY BE authorized subject to provisions of the Joint Travel Regulation, funding, and an agency determination that a Permanent Change of Station (PCS) move is in the Government's best interest. Must maintain appropriate level of top secret security clearance. Must wear appropriate military uniform including required grooming standards. Must maintain a compatible military unit, grade and job assignment as required by current directives. Participation in direct deposit is mandatory. Must be certified IAW DoD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996, and obtain Experience Set C0J, Information Assurance - Management Level II (IAM II), IAW current AF directives. Qualifications General Experience: Possess experience, education or training that has provided a basic knowledge of data processing functions and general management principles to understand the stages required to automate a work process; Experience gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SUPV IT SPECIALIST (PLCYPLN), GS-2210-13: Must have at least one year of specialized experience, equivalent to at least the GS-12 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience directing and supervising staff functions affecting very complex telecommunications systems composed of a wide variety of high cost, sophisticated equipment, and is responsible for all technical support and maintenance activities to include computer and telephone technical support, radio maintenance, secure communications maintenance, and support equipment maintenance. Is responsible for environmental, safety and physical security programs; Experience coordinating training requirements and plans for the squadron; Discussing appropriate Command and Control issues and ensures that participating units understand organizational relationships and priorities; Experience maintaining a close, functional working relationship with participating units; Experience in managing the function of the work to be performed; Experience which includes leading, directing and assigning work of personnel.
