Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPV HR SPEC (MILITARY) (TITLE 32), Position Description Number D2007000 and is part of the NC G1, National Guard (JFHQ - G1 - Special Actions / MD 1326-016). Responsibilities As a SUPERVISORY HUMAN RESOURCES SPECIALIST (MILITARY), GS-0201-11, you will plan, organize, and direct the activities of assigned program areas, ensuring that legal and regulatory requirements are met; direct and implement military personnel programs of assignment in order to ensure highest levels of unit and personnel readiness to accomplish statewide military personnel programs; formulate human resources and administrative procedures and policies based on the interpretation of regulations and directives from US law, the Department of Defense (DoD), the Department of Army (DA), and the National Guard Bureau (NGB); manage the use of funds for accounts relating to the area of assignment and requires exercising proper control measures, forecasting, and developing and conducting of internal audit reviews; Establishes analysis systems to ensure actions are timely and to ensure effectiveness of programs; direct and oversee the research and response for congressional or high level headquarters' inquiries regarding military human resources matters; provide supervision in technical and administrative guidance over Human Resources Assistants (Military), Human Resources Specialists (Military), and specialists within the other specialized functions of the MILPO; conduct briefings, training, and workshops for subordinate major commands, managers, JFHQ staff and senior leadership on military personnel programs of responsibility; duty may also include but are not limited to researching and/or performing actions regarding: discharges/separations, awards, waivers, Military Occupational Specialty (MOS), retirement eligibility, iPERMS, RCAS, IPPS-A, DJMS, DMDC, DTMS, DPRO, and any additional or emerging systems that support personnel management and actions that affect eligibility of educational or incentive benefits,; participate in Soldier Readiness Processing (SRP) and unit mobilizations/de-mobilizations; develop plans and policies then implements military personnel programs in support of statewide responses for defense of the Homeland, natural and/or man-made disasters, pre- and post- deployment activities, and Department of Homeland Security contingency plans; perform other duties as assigned. Requirements Conditions of Employment Qualifications Military Grades: Enlisted (E6 - E9) or Warrant Officer (WO1 - CW2) BASIC QUALIFICATION REQUIREMENTS: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; Ability to assess body language and perceive emotional and/or distress levels; and, Skilled in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE: Must meet the non-supervisory GS-0201-11 qualifications; plus, have specialized experiences in career broadening human resources programs such as, leading, planning and scheduling work in a manner that promoted smooth flow and even distribution of assigned work requirements. The individual must have experiences that included guiding employees on human resources military and/or civilian program tasks. Experienced in conducting employee performance evaluations; mentoring junior officers, enlisted employees, and federal civilians; managing resources and budgets; and directing assigned work, or leading the employees on program tasks, inspections, exercises, deployments, and/or mobilizations. Experienced in effectively and efficiently planning and scheduling work. Experienced in leading people and human resources personnel activities that included directing and assigning tasks and projects. Experienced in structuring assignments to create viable procedures that resulted in measured and improved task processes. Experienced in creating and implementing improvements in mentoring programs and strategies, executing training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Experienced in working within merit principles, equal employment, and affirmative action guidelines.
