Responsibilities Serves as the Policy Branch Chief, Total Force, Policy and Programs Division. Directs the overall Agency Human Capital policy and strategic planning. Translates the DCMA vision into the context of specific human capital initiatives and communicates the messages to the entire organization through the Human Capital Strategic Plan. Reviews products and analyses from workforce shaping, succession planning, Financial Management Reviews, Performance Management Reviews, Workload Distribution Models, Internal Management Systems, Management Controls, and Customer Feedback System. Defines areas for change, manage complex initiatives, and involve people at all levels that lead to a comprehensive and well-thought out Human Capital Strategic Plan. Requirements Conditions of Employment Qualifications To qualify for a SUPV HR SPEC, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Planning, coordinating and administering policies, practices, processes, methods and metrics from current operations to new, improved, operations. Establishing and maintaining a proactive program that serves as a strategic partner to stakeholders and provide a human resources program that is responsive to the needs of an organization. Developing, managing, and ensuring the adequacy and effective implementation of practices, procedures, processes, training, and customer support regarding all aspects of human resources. Educating customers regarding HR procedures, anticipating management's requirements, and identifying and resolving customer concerns. Ensuring efficient, accurate, and timely products by the provider of HR transactional service. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
