The contractor shall provide Travel Account Management support services including, but nolt limited to, implementing policy, procedures, training, and tracking quantifiable statistical travel data and internal controls relating to travel management, processing day-to-day travel requests for the TDY program and inquiries, operating the Bureau’s “Help Desk” for any travel issues or concerns throughout the Bureau, and providing the primary travel support for the TDY program. 

 

Essential Functions

Supports day-to-day operations of the Division Director and takes day to day technical direction from the Government Travel CoordinatorServes as the Supervisor for subordinate contractors, ensuring timely reporting and continuity of operations for the Travel Management SectionServes as CA 's expert on the Department’s web-based, end-to-end travel authorization, travel planning and travel voucher system and advises/assists CA's travelers and travel arrangers on how to use the system. The web-based system is currently E2 solutions, but if Department mandates change, the administrator would be expected to quickly become expert on the new system. To the extent the system allows, serves as CA’s administrator regarding organizational hierarchy, new users, etc.Coordinates CA's training for such system as well as other issues relating to travel (including but not limited to authorization, arrangements, vouchering).Serves as CA’s expert on Federal Travel Regulations (FTR) and State Department travel policy. Answers CA’s employees’ questions, spot checks authorizations, and vouchers for compliance, etc.Serves as CA's primary liaison with Department's travel agency, currently Carlson Wagonlit but subject to change, including trouble-shooting problems such as an urgent ticket issuance, etc.Serves as CA’s primary liaison with the lead Department level contacts on travel including the web-based system and help-desk for such system.Assists in drafting travel policy regarding procedures and other unique issues that arise.Trains individuals and groups on travel requirements, Coordinates with Directorates within CA to update personnel on travel regulations, prepare materials for training, and schedule training events as approved by the GSD Logistics Branch Chief and/or Division Chief.Arranges Travel, drafts travel authorization, and processes vouchers for certain bureau employees traveling for temporary duty.Directs CA employees to the appropriate offices for processing of U.S. diplomatic/official passports and foreign entry visas needed for TDY.Provides support to CA clients/customers regarding up-to-date information for passports, visas and TDY needs, and reviews related documents for accuracy in a timely mannerUtilizes GFMS in order to complete the application process for funding travel when a request is received from the client. As assigned by Federal Government; Draft memorandums, letters, emails, and other documents related to the Federal Government Travel Program and Government Travel Card; and assists with the management of Government Travel Cards.Performs other Travel and Travel Card related services as assigned.

 

Competencies

Proficiency in Microsoft Office products; Word, PowerPoint, Excel, etc. Highly proficient in web-based communication and project applications, i.e., internet, email, and SharePoint Proficiency with E2 solutions software program to the extent problems the Travel/Accountant Manager can understand problems identified by various users, walk the users through solutions, update frequent users on the new features available, and identify and remind users regarding frequent errors.Must understand and or be familiar with Federal travel regulations and requirements .Ability to manage classified and confidential information shared by senior leadership Ability to multitask and manage deadlines

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

 

Physical Demands

Must be able to remain in a stationary position 75% of the time.Occasionally moves about inside the office to access file cabinets, office machinery, etc.Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.Expresses or exchanges ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly.Frequently moves standard office equipment up to 25 pounds.Must be able to work indoor conditions 90% of the time.

 

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.

 

Position Type/Expected Hours of Work

This is a full-time position. Typical days and hours of work are Monday through Friday, a forty (40) hour work week.  Evening and weekend hours required, as required by business need. 

 

Travel

No travel expected for this position.  

 

Experience

Five (5) years’ experience working for the Federal Government in the area of Travel/accounting 

 

Education

Bachelor’s Degree from accredited institution required

Security Clearance

Must be a US citizen with a valid passport and possess or be able to obtain/maintain a SECRET security clearance
