SUPERVISORY TRAFFIC MANAGEMENT SPECIALIST
Summary You will serve as a Supervisory Traffic Management Specialist in the Regional Transportation office of NAVSUP FLT LOGISTICS CNTR SAN DIEGO. Responsibilities You will be responsible for oversight of regional transportation program operations, developing and implementing procedures, policies and guidelines for shipment processing, quality control and customer service You will serve as the regional subject matter expert on transportation operations and oversee the work of transportation assistants and leads across eight sites throughout the southwest region, both as direct reports and via site management You will investigate and determine carrier responsibilities for overages, shortages, astray freight, damages or any discrepancies incident to the shipment of materials. You will negotiate transportation fares, rates and services developing solicitation and evaluate bidders proposal for recommendation for lowest priced, best valued, technically acceptable award. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:administering or supervising technical and analytical work concerned with planning, development, and execution of traffic policies and programs; or direct and manage programs to obtain the economical and efficient transportation of wide variety of material, equipment, vehicles, small arms and hazardous freight. Specialized experience must include the following: 1. Compute shipment costs and certifies detention, redelivery, permit, and line haul charges to ensure charges are valid in accordance with carrier contracts or bid rates; 2. Perform in depth research using regulatory rules, policies and rate tenders to resolve disputes with carriers for discrepant shipping cost; 3) Assign work based on priorities, considering the difficulty and requirements of tasks and the capabilities of subordinates; 4) Conduct studies, analyze data, develop projection of funding requirements and recommend financial strategies for meeting funding objections Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
