Supervisory Project Manager
Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Supervisory Project Manager. Serves as a subject-matter-expert and supports overall project management maturity across the area office and the Columbia-Pacific Northwest. - Supervises up to one GS-13 Senior Project Manager, six GS-12 Project Managers and three GS-11 Project Managers, and one GS-11 Project Management Specialist. Indirect supervision of four data specialist support staff of GIS, Water Quality, and O&M project manager. Responsible for developing and maintaining a workload staffing plan allowing for the most effective use of resources to support the successful execution of projects within the area office. Assigns projects to staff and monitors the progress of these assignments to ensure their success. - Directly manages select projects. Researches and develops tools to monitor project scope, schedule, and budget. Develops plans of action to track and monitor project activities and prepares a master schedule which identifies required work items, responsibilities, and time for accomplishment. - Works closely with regional, field, and area office managers, ensuring effective coordination across the various work groups and providing a customer service focused program. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to at least the GS-12 level in Federal service. Specialized experience at this level is defined as managing and leading multi-disciplinary or multi-agency project teams; managing multiple phases of projects such as irrigation, natural resources, safety of dams, fish restoration; managing all tasks and activities throughout the project life cycle (i.e. from starting the project through closeout); leading, planning, and facilitating activities necessary for completion of major projects or investigations; and overall management of scope, schedule, and budget for projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.
