SUPERVISORY PROGRAM MANAGER
Summary You will serve as a SUPERVISORY PROGRAM MANAGER in the CORPORATE OPERATIONS DEPARTMENT (N9) of MILITARY SEALIFT COMMAND. Responsibilities You will serve as the Deputy Director and expert technical advisor and strategic planner for Corporate Operations You will assist the Director in advising the Commander, Military Sealift Command (COMSC) on all long-range strategic planning issues and develop and maintain a strategic plan. You will act as the functional sponsor and provide oversight of command’s analytic efforts to include the command’s data analytics environment (DAE). You will coordinate internal command-level activities as they relate to as higher headquarters Navy and Joint processes and represent MSC at battle rhythm events at the Navy and Joint level. You will maintain liaison with U.S. Transportation Command, U.S. Fleet Forces Command, Maritime Administration, and other DOD agencies/components in order to represent MSC equities. You will also maintain liaison with U.S. Transportation Command, U.S. Fleet Forces Command, Maritime Administration, and other DOD agencies/components in order to ensure aligned efforts with respect to Navy and Joint capabilities. You will oversee planning and programming efforts, conducting capability gap analysis and resolution through the warfare improvement program and POM development processes. As Deputy Director, you’ll have responsibility for directing, coordinating, and overseeing the daily activities and of subordinate supervisors. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience leading policy development through a Quality Management System Framework. Experience leading planning and programming efforts as part of the PPBE process to include Program Objective Memorandum (POM) development and resource sponsor liaison. Experience and broad understanding and use of data analytics, knowledge management principles, and collaborative work environments to support organizational functions and continuous process improvement efforts. Experience leading and using audits and internal assessments in the identification and correction of policy and procedural non-compliance. Experience and proven ability leading across a broad functional portfolio and make executive management decisions on courses of action having far reaching organizational implications. Experience and proven ability in establishing goals, managing resources, and successfully achieving targeted objectives. Experience demonstrated in strategic planning that includes strategy development, strategy alignment with higher level concepts and strategies, implementation, execution, and achievement of strategy objectives.
