SUPERVISORY PROGRAM MANAGER
Summary You will serve as a SUPERVISORY PROGRAM MANAGER of CNSSC MECHANICSBURG NWCF MHA. Responsibilities You will continuously seek and obtain support for acceptance of concepts, plans, and decisions from leadership within NAVSUP and from higher authority You will represent NAVSUP in Navy wide Logistics C2 efforts across Echelon 1 and Echelon 2 organizations to collect requirements, priorities and coordinate development and integration efforts You will plan, assign, and evaluate work performed by subordinates You will conduct advance planning on the application of quality assurance, project control, monitoring of progress, enforcement of performance standard You will provide oversight for policy/strategies for IT FIAR compliance/implementation to achieve compliance goals to support the Navys Financial Auditability efforts Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. I have experience developing, leading and managing policy development, long-range strategic visioning, workforce planning, investment evaluation and control, budget formulation and execution, monitoring of progress, and enforcement of performance standards supported by program plans, goals, objectives and milestones. I have experience leading and developing new IT theories, concepts, principles, standards, and methods in support of the Logistics C2 Technology in support of an effort to support OPNAV digital transformation strategy to improve functional capabilities across the Navy, effect system consolidation, improve cyber security and achieve audit compliance. I am sufficiently skilled to prepare and clearly present, both orally and in writing, findings, resolve controversial issues, and reach consensus on particular courses of action. Examples of specialized experience must include the following: 1) Experience supporting the improvement of functional capabilities of Logistics C2 Technology allowing operators at the operational/tactical level and strategic decisions makers at higher echelons to make informed decisions regarding operational logistics planning and execution; 2) Represent the Command in Agency wide Logistics C2 efforts across Echelon 1 and Echelon 2 organizations to collect requirements, priorities and coordinate developmental and integration efforts; 3) Interface with Executive Leadership within OPNAV, Navy Systems Commands, Program Offices, CIO Remediation/Validation Teams, Financial Management Office/Financial Management Systems, to execute and build relationships to create win/win IT transformation teaming efforts; reach consensus, agreement and resolution in support of Supply Chain Management initiatives. 4) Provide oversight /strategies for IT FIAR compliance/implementation in support of Navy Financial Auditability efforts; 5) Ensure compliance, oversight, and NAVSUP implementation of Navy Logistics Management System as a Defense Logistics Management System Representative; 6) Develop and maintain IT metrics in response to audit findings; 7) Oversee IT compliance efforts through Management Internal Control Program; Quarterly deficiency reports; Internal Control Evaluation (ICE)/Risk and Opportunities Assessment; and/or IT Accountability Property NAVSUP Enterprise (IG Representative, annual certifications Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
