SUPERVISORY PROGRAM ANALYST

The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Global Mobility / Special Operations Division, Deputy Chief of Staff for Strategic Plans and Requirements at Headquarters US Air Force. Responsibilities Plans, organizes, and directs the activities of HAF/A8PM subordinates, ensuring that the division complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents SAF/A8PM with a variety of installation and functional area organizations. Develops, interprets, and implements policies and procedures to provide planning, programming, and budget guidance to facilitate the identification and determination of alternative ways to achieve the best mix of mobility air forces, Special Operations Forces, equipment, and support attainable, within fiscal constraints, for major mission and operational plans. Utilizes cooperation, collaboration, and conflict management techniques to influence and negotiate with relevant stakeholders across various levels of leadership. Requirements Conditions of Employment Qualifications Conditions of Employment Continued: This is a drug testing designated position. The incumbent is subject to random drug testing. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-14 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes Knowledge of the Department of Defense planning, programming, budget, and execution system; department of Air Force policy, procedures, and schedules for developing Program Objective Memoranda and the President's Budget Review in support of major Air Force missions for the mobility air forces and operational plans; Knowledge of methods for developing budget forecasts, cost projections, financial exhibits, unfunded, requirements justifications, POM narratives, offsets and disconnect, and issue papers; safety and security regulations, practices, and procedures; Knowledge of mission, roles, functions, organization, management, capabilities and operations of the US Air Force as well as joint, combined and coalition operations, including Combatant Commands and DoD Agencies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the Department of Defense planning, programming, budget, and execution system; department of Air Force policy, procedures, and schedules for developing Program Objective Memoranda and the President's Budget Review in support of major Air Force missions for the mobility air forces and operational plans. Knowledge of methods for developing budget forecasts, cost projections, financial exhibits, unfunded, requirements justifications, POM narratives, offsets and disconnect, and issue papers; safety and security regulations, practices, and procedures. Knowledge of mission, roles, functions, organization, management, capabilities and operations of the US Air Force as well as joint, combined and coalition operations, including Combatant Commands and DoD Agencies. Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of military operations and evaluations, and the processes to support them; wide range of concepts, principles, and practices relating to financial management, budget execution, and civilian personnel matters, contractual activity, manpower and organization issues. Knowledge of USAF, DoD, and Federal programs, practices, guideline, policies, regulations, and laws related to all aspects of resource and portfolio management. Skill and ability to adjust behavior to adapt to different people and situations and incorporate views of others to modify actions; Ability to plan, organize, and direct the functions and staff of a small to medium sized organization; ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
