Supervisory Management and Program Analyst
Summary This position is located in the Center for Analytics (CFA) directorate of the Office of Management Strategy and Solutions (M/SS), which reports to the Under Secretary for Management. M/SS supports the Department of State’s strategic goal of ensuring effectiveness and accountability to the American taxpayer. It catalyzes strategic, data-informed management solutions and provides insights to advance foreign policy goals. M/SS focuses on improving data standards, data sharing, data integration. Responsibilities Oversees working level leads on Enterprise Data Council meetings, including setting agendas, performing outreach and communication, and following up on resulting actions. Negotiates consensus among disputing parties on complex technical issues with crosscutting resource implications. Works with stakeholders to design and enable data sharing and interoperability across the Department. Oversees staff and participates in the drafting and execution of the Department Data Strategy through the Enterprise Data Council. Identifies opportunities for major data-related or data-intensive initiatives. Promulgates the data platform as a one-stop shop for all data collections, requests, and analytical products. Works with the Outreach and Communications team to liaise with industry, academics, other branches of government, and the public to promote Department data and data services. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience overseeing staff and participating in drafting and execution of a data strategy, data sharing agreements, and data policies. Experience negotiating consensus among disputing parties on complex technical issues, policies, and agreements. Experience liaising with industry, academics, other government agencies, and the public to promote data and data services. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
