Summary This position is located at JBLM MWR Libraries. Regular Full-Time positions are guaranteed 40 hours per work week and are eligible for all Army NAF benefits. Responsibilities Directs overall library operation. May also be responsible for one or two branch libraries. Responsible for the full scope of library functions to include library management/administration; personnel management, public/patron services; e.g. reference/research services, Reviews library operations for effectiveness, develops budgets, justifies requirements, and establishes short and long-range plans/goals. Supervises assigned staff, conducts employee appraisals, advocates training, and provides appropriate recognition and feedback for performance. A master's degree in library science, information services, or information management from an accredited college or university. 2. One (1) year of progressively responsible work experience equivalent to the next lower grade level is required which showcases the ability to perform in library management, personnel management, public/patron services, technical services, and library automation service functions. 3. Must have a working knowledge of office software products including Word, Excel, PowerPoint, and Access.4. Must have the ability to communicate orally and in writing. PCS Costs Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest. Reimbursement of PCS costs will require a service agreement for a period of one year starting from the Employee Onboard Date (EOD). Pay-Band (NF or CY) Allowances and Differentials This is a pay-banded position. Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Night differential may be authorized by the Garrison Commander. Non-Foreign Overseas Allowances Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
