Supervisory IT Specialist (Systems Analysis)

Responsibilities Plans work to be accomplished by subordinates. Develops performance standards and evaluates work performance of employees. Provides advice, counsel, or instruction to employees on work and administrative matters. Improves or increases the quality of the work supervised. Serves as senior advisor to management and executive leadership on developing and implementing strategic plans in support of achieving the program objectives. Consults with key managers and stakeholders to ensure that all implications are identified, weighed, and considered in study and discussion of effective and efficient resource use and distribution. Develops priorities for effective use of resources. Manages implementation of program/project management; strategic/workforce planning; budget formulation and justification; quality improvement methods and initiatives; and financial analysis. Plays a key role in the development and implementation of program policies, plans, guidelines, proposals, processes and recommendation on issues which cross functional lines. Information Technology (IT)-related experience demonstrating each of the following competencies:(1) Attention to Detail - is thorough when performing work and conscientious about attending to detail;(2) Customer Service - works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;(3) Oral Communication - expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and(4) Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND You must possess one (1) full year of specialized experience at or equivalent to the GS-14 level that is equivalent in difficulty and complexity. Specialized experience is defined as: Supervising a virtual, large, complex technical and administrative staff; Comprehensive knowledge and experience with Information Management and Technology (IMT) support services operations, Zero Trust Architecture, Cloud Technology, Information Technology (IT) Architecture, and Technology Infrastructure; Mastery knowledge of regulatory requirements and legislation (Federal Information Technology Acquisition Reform Act, Federal Information System Modernization Act, Clinger-Cohen Act, Government Performance and Results Act, OMB Circular A-130, OMB Circular A-11, Executive Order 14028 - Improving the Nation's Cybersecurity etc.) combined with a thorough knowledge of enterprise IT architecture sufficient to provide strategic direction on IT solutions for a large scale network; and Mastery knowledge of IT principles, concepts, methods, to drive innovation and creative solutions for a large-scale technology organization.. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
