In this position you will apply expert knowledge to envision, design, develop and oversee the strategic operations, support, and business process improvement of the organization's Cyberspace Service Management Office. Performs supervisory, personnel management responsibilities for the organization's Cyberspace Service Management Office. Directs the teams in research, analysis, interpretation, and application of applicable federal, DoD, AF, and local regulations, instructions, manuals, technical orders, and standards, e.g., Information Technology Infrastructure Library (ITIL), and development of cyberspace strategies, solutions, and procedures that comply with current guidance in order to acquire and implement IT systems that meet customers' emerging mission requirements. Leads and manages the Squadron's Cyberspace Change and Configuration Management Office (CCCMO) which includes supporting Requirements Management, Procurement Management, Change Management, Configuration Management, Life Cycle Management, Project Management, Agreements Management, and Service Management. Interprets and applies industry standards, e.g., Information Technology Infrastructure Library (ITIL) and adapts DoD and AF guidelines to resolve complex and/or intricate issues and problems. Supervise work center teams; Plans and Agreements, Customer Relationship Management and Configuration Management Oversee the effective execution of all work center activities, and the timely completion of all assigned tasks and projects. Manage and coordinate the various unit plans, agreements, configuration management and customer collaboration programs, provide updates, metrics, reports, and presentation to unit leadership. Manage the unit's configuration management services and database, moderate the various Information Technology Review Boards. Work independently, lead, and assist in the execution and timely, effective completion of high-visibility tasks, projects, and presentations. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include knowledge of CM Program plans, policies, standard operating procedures, and concepts of operations to include roles, responsibilities, methods and processes. Along with knowledge of mission, objectives, terminology, management practices, IT infrastructure, data sources, data flow and interactions of existing systems KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Strong ability to lead, manage, supervise, structure assignments, prioritize, and assess subordinate workload capacity. Expert knowledge in defining and assessing quality, timeliness, and accuracy of workforce assignments. Ability to review organizational structures, processes, systems, and position requirements to ensure mission alignment. Ability to initiate and advocate appropriate corrective and/or adverse action for performance or conduct. Strong skills in interpreting and applying security and safety standards. Strong ability to maintain good working relations among subordinates, peers, and leadership. Expert skill in mentoring, coaching, training, planning and requirements management oversight, team building, and team development of subordinate personnel. Strong ability to communicate effectively with a broad range of personnel both orally and in writing. Expert knowledge in providing effective feedback, performance appraisals, recognition using honorary and monetary awards. Expert ability to plan and organize work, manage work center resources, coordinate between various technical and administrative disciplines, and coordinate with other DoD, Air Force, and Federal agencies in order to complete complex projects/tasks. Expert knowledge and skills in identifying, developing, documenting, and managing IT requirements specific to policies, agreements, service levels, etc. Broad knowledge of EAFB mission, objectives, terminology, management practices, IT infrastructure, data sources, data flow and interactions of existing systems. Strong ability to think critically and strategically, work independently, interact with senior leaders and stakeholders to identify IT requirements and develop timely, effective solutions. Strong ability to apply knowledge of current information technology trends and practices to produce effective technical policies, plans, and agreements. Expert ability to research, analyze, interpret and apply rules, regulations and procedures to a variety of complex information technology issues. Desired Skills: Knowledge of Configuration Management and Customer Relationship Management methodologies and processes. Excellent writing, editing, and proofreading skills. Ability to create and edit original content for a variety of tasks/projects. Ability to brainstorm ideas, develop concepts, and articulate results in a clear and concise manner. Ability to research, gather, and consolidate take complex information into various media (i.e., documents, point papers, memos, briefs, presentations, brochures, tri-folds, etc.) and present in a manner that's easy to understand, informative, and assists leadership in unit management and decision making.
