Summary About the Position: Serves as Chief, Aquatic Ecology and Invasive Species Branch, under the general supervision of Chief, Ecosystem Evaluation and Engineering Division, Environmental Laboratory. Biologist Ecologist Entomologist Toxicologist Fish Biologist General Engineer Architect Civil Engineer Physical Scientist Hydrologist Chemist Mathematics Responsibilities The incumbent is responsible for developing, planning, and executing a broad program of multidisciplinary environmental and environmentally related research. The incumbent participates in organizational strategic planning for the branch and translates these initiatives into prioritized branch actions. Guides and supports staff in developing products to understand, predict, and to the degree possible control changes in the environment in accordance with and in support of USACE civil works and military missions. Ensures methodologies and guidance that are developed conform to applicable policies and laws for regulatory, environmental compliance, planning, and management purposes. Outstanding management abilities and creativity, originality, and exceptional scientific judgment are required. Provides leadership, planning, management, and administrative oversight to sustain branch operations, including personnel, finances, resources, and contracts. The incumbent recruits and integrates new employees, manages performance, allocates resources, builds teams, and resolves both internal and external issues/conflicts. Incumbent networks with existing and potential future sponsors and engages in marketing and communications on product delivery. Ensures successful project completion within scope, schedule, and budget, quality of research products, technical sufficiency of proposals, and recommends courses of action to sponsors and upper management Stays abreast of relevant research areas through review of relevant technical literature, participation in professional society events, and via contacts/engagements with other researchers and academicians. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DB-04 (GS-14). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion. All applicants currently employed under a Laboratory Demonstration Project must include their most recent performance appraisal score as part of their electronic resume.
