SUPERVISORY HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT)
Summary You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT) in the FLEET FORCES COMMAND - HRO PORTSMOUTH NAVAL SHIPYARD, RECRUITMENT AND PLACEMENT (CODE 30) of FLEET HRO PORTSMOUTH NAVAL SHIPYARD. Responsibilities You will build, maintain, and sustain a Human Resources Staffing Employee development program. You will build the infrastructure needed to create a standard training curriculum and means to distribute training to all levels of the staffing team. You will develop and evaluate subordinate employees’ performance standards. You will plan work to be accomplished, set and adjust short-term priorities, and prepare work completion schedules. You will monitor all transactions both recruit fill and named actions. Requirements Conditions of Employment Qualifications GS-0201-13 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing mastery level knowledge of HR staffing development techniques, quality control methodology, process control techniques, setting control limits, identifying potential risk factors in the recruiting and placement process, recruitment, staffing and placement concepts. Experience applying applicable guidance in a variety of pay setting and compensation situations, including overtime premium pay and the use of recruitment, relocation and retention incentives. Experience providing staff and command advice and consultation to address and/or resolve substantive technical Human Resources issues or problems characterized by complex, controversial and/or sensitive matters. Experience directing the work of subordinates as well as assuring reasonable equity within the department regarding performance standards and rating subordinates. Experience utilizing written and verbal communication to research and represent baseline recruiting and staffing data as well as projected outcomes involving end strength needs.
