SUPERVISORY FINANCIAL SPECIALIST (SYSTEMS)
Summary Who may apply: This announcement is open to current, permanent DFAS employees in the competitive service, Eligible DoD PPP Military Spouse preference applicants and current DFAS VRA employees. Position located in: Info & Tech Dir, Assessment, Analysis, Assignment Div, Leveraging Tech, ZTFBA. Applicants on Cleveland list may be considered for positions in Bratenahl. Responsibilities Provide expert planning, design, oversight, coordination, implementation, advice and consultation regarding agency efforts led by Leveraging Technology. Serves as a recognized technical authority with responsibility for developing, designing, implementing and maintaining agency efforts led by Leveraging Technology. Assesses and provides strategic direction regarding the development of financial management policies and procedures. Coordinates with multiple levels of management in the modification of existing and/or new financial management systems and the management of financial programs. Develops specifications and requirements for the integration of financial management systems and solutions to potential interface challenges. Plan and conducts expert analysis of current/projected resource factors to determine the overall effectiveness of the agency in achieving planned financial management goals and objectives. Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as: Technical advisor on the planning, implementation, evaluation and maintenance, of automated finance or accounting systems; researching and interpreting financial management regulations, principles, policies and procedures as they relate to automated financial systems processing and finance operations; planning and coordinating projects pertaining to financial management systems. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Education Education is not substitutable for specialized experience at this grade level. Additional Information In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements in 12 months. Telework availability will be based upon the mission requirements and supervisory determination. We may use this announcement to make a temporary promotion. For some positions, the temporary promotion may be made permanent without further competition. Selections are subject to restrictions resulting from the DoD Program for Stability of Civilian Employment. A one year probationary or trial period may be required. A one year supervisory or managerial probationary period may be required. We may use this announcement to fill additional vacancies within 120 days of the closing date. This position is Exempt from the Fair Labor Standards Act. This position is NOT covered by a bargaining unit. (See DoD Instruction 1400.25, Volume 300, here) This position requires you to obtain and maintain a Level 3 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 3 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service. The Security Designation will vary and dependent upon position and may require a secret clearance or higher. Employment in this position requires a background investigation which may delay starting date.
