Supervisory Electrical Engineer
Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Supervisory Electrical Engineer. Duty Location: Redding, California Responsibilities Serves as the Chief of the Electrical Maintenance Branch for the Northern California Area Office (NCAO) of the California Great Basin (CGB) Region, you will be responsible for the electrical and electronic maintenance of the following facilities under NCAO purview: Shasta Dam, Powerplant, and Switchyard, Keswick Dam and Powerplant, Trinity Dam and Powerplant, Lewiston Dam and Powerplant, Spring Creek and Carr Powerplants, Whiskeytown, Buckhorn, and Spring Creek Debris Dams, and all related and associated facilities and auxiliary equipment. These facilities are critical to Reclamation's mission and responsibility for managing water and power resources for the Central Valley Project. -Manages, directs, and coordinates electrical/electronic maintenance, replacement, and repair for NCAO facilities. -Coordinates with the involved water and power resource agencies, state and local agencies, and others as necessary, to ensure that all interested parties are kept informed on the status of NCAO water and power operations. -Coordinates with other area office division chiefs, the Central Valley Operations (CVO) office, other regional area offices and divisions, and the Reclamation Technical Service Center (TSC) on various electronic and electrical related issues such as dam, powerplant and related facility outages; water and power issues; various operation, maintenance, and testing programs; construction and other related projects, that interface with, or affect NCAO facilities -Implements and adheres to Reclamation and CGB regional policies and directions on facility electronic and electrical operations, maintenance, and related aspects of the overall program. -Administers current division budget, and performs other related fiscal duties, including reviewing and approving requisitions, and purchase card acquisitions. -Provides program direction relating to technical work of engineers and various crafts in the Branch. -Serves on the Regional Power Management Team (PMT); participates in developing business practices, recommendations, and strategies to improve the overall CGB power program. -Serves as the Area Office liaison to Western Area Power Authority (WAPA), including authorizing work to be performed by WAPA, under the existing Consolidated Operation and Maintenance Agreement (COMA) with WAPA, and representing NCAO at regular maintenance and outage coordination/scheduling meetings. -Establishes performance standards/objectives and evaluates performance of subordinate supervisors and those who report directly. -Gives advice, counsel, and instruction to subordinate employees on all matters. -Serves as selecting official for subordinate supervisory positions; approves selections of non-supervisory employees made by subordinate supervisors. -Ensures equal opportunity for subordinate employees in the selection of participants for training, promotions, awards and recognition, and other career development opportunities. --- - -Ensures fair and unprejudiced employment practices in the recruitment and selection of candidates for subordinate vacant positions. Requirements Conditions of Employment You must be a U.S. Citizen or U.S. National. You must be suitable for federal employment, determined by a background investigation. A physical exam may not be required if a comparable agency approved examination was performed within the last 12 months. The cost of the exam will be reimbursed by the agency. Travel is required approximately 20% of the time. You must have a Professional Registration License as an Engineer. Work is performed in an office setting as well as in the field. Supervisory duties will often require the employee to be on-site at dams, powerplants, switchyards, and related facilities where there is exposure to the various risks and hazards associated with an industrial environment, including but not limited to high voltages, swiftly moving water, and large rotating machinery. The work can require considerable walking, bending, and climbing. Use of safety equipment, safe clearance procedures and knowledge of safety procedures are required for fieldwork. The field environment may require the employee to wear safety clothing such as hard hats, safety shoes, safety glasses and flotation devices. Qualifications To be eligible for consideration, you must first meet the BASIC EDUCATION REQUIREMENT for this position, having the following - A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (NOTE: You must attach a copy of your transcripts). OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below. In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience which includes overseeing the development of preliminary and final specifications, designs, drawings, estimates, and related technical electrical engineering data required for hydroelectric power and pumping plants, switch yards, irrigation control works, fish facilities, maintenance buildings and shops, offices and related miscellaneous structures and facilities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Selective Placement Factor: This position requires a current, active, valid Professional Registration license as an Engineer in a state, the District of Columbia, or a territory of the United States. License. Failure to provide proof of such license will cause you to be rated ineligible for this position. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 10/15/2024. Education This position does not allow substituting education for experience. This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position. You will be required to provide official college transcripts to verify educational qualifications, if selected.
