SUPERVISORY CONTRACT SPECIALIST
Summary You will serve as a SUPERVISORY CONTRACT SPECIALIST in the CNO Planning Branch (Code 421), Avail Planning Division (Code 420), Contracts Department (Code 400) of the Mid-Atlantic Regional Maintenance Center (MARMC) USN of MID ATLANTIC REGIONAL MAINTENANCE CTR. Responsibilities You will Monitors contracts assigned to subordinates for timely contractual actions and correctness, such as responses to correspondence from contractors, negotiation of changes/modifications, and takes corrective action as required. You will be responsible for planning, directing, scheduling, and supervising the administration contracts for U.S. Navy ship overhauls, conversions, modernizations, and repairs. You will be responsible for evaluating and resolving contract issues such as Requests for Equitable Adjustments (REAs) and Claims, including taking such actions as issuing Contracting Officer’s Final Decisions. You will work through subordinate contract specialist, by directing and controlling the administrative duties of various types of contracts. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing practical knowledge of the Federal Acquisition Regulations (FAR), the Defense Federal Acquisition Regulations (DFARS), Navy Marine Corp Acquisition Regulations, NAVSEA Contracting Handbook, contract law and legal precedents, and other regulations governing information on fixed price contracts, cost contracts, ship repair contracts, services contracts and supply contracts, including multi-year contracts. Experience supervising and training contract specialist as well as making decisions on work problems presented by subordinates, evaluating performance, and deals with employee's grievances. Experience utilizing extensive knowledge of business and industrial operations to include production processes and capabilities, estimating, and cost accounting methods and standards as it relates to contracting procedures and regulations. Experience utilizing strong oral communication skills to negotiate complex and controversial contracts issues, and to persuade and/or influence senior level and higher-level management in the administration. Experience utilizing strong written communication skills to compose complex, problem-resolving oriented correspondence, and to develop presentations, reports and briefings. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
