SUPERVISORY BUSINESS AND INDUSTRY SPECIALIST
Summary You will serve as a SUPERVISORY BUSINESS AND INDUSTRY SPECIALIST in the Head of the Procurement Branch (Code 1410.2), Business Office Division (Code 1410), Naval Foundry and Propeller Center (NFPC) (Code 1400), located in Philadelphia, PA, a detachment of NORFOLK NAVAL SHIPYARD. Responsibilities You will translate management goals and objectives into effective work operations. You will coordinate the schedule, cost and quality of work projects performed by the branch. You will ensure the contracting and procurement aspects are met and work packages are processed timely and correctly. You will conduct various operational meetings to help assure an accurate flow of information regarding schedule, cost and material. You will perform management control of budgetary and financial requirements of work performed by NFPC that transpires through the branch. You will serve as NFPC’s Government Commercial Purchase Card Approving and Certifying Official. You will approve and verifying NFPC cardholder transactions, reviewing monthly statements and supporting documentation, and certifying statements for payment. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience managing the Government credit card program and associated reporting requirements. Experience using government procurement methods and ensuring procurement documents are compliant. Experience managing business procurement practices to ensure on time delivery and execution of mission. Experience with contracting methods, contract types and phases,and procurement of supplies, equipment and services; Experience performing administrative and supervisory duties, to include mentoring. Experience developing acquisition plans/strategies to assure timeframes, goals and work requirements are met. Experience utilizing and interpreting DOD, DON, NAVSEA and Shipyard Regulations and departmental policies. Experience displaying exceptional oral and written communication skills to present and discuss procurement statuses, even during short and "no-notice" situations.
