Supervisory Administrative Specialist
Summary This position is part of the Department of Energy, Office of Fossil Energy and Carbon Management, NETL. As a Supervisory Administrative Specialist, you will lead office management support for day-to-day operations of NETL's Research & Innovation Center (RIC). This includes performing a full range of supervisory functions to a team of administrative staff matrixed to support RIC organizational elements across three different research sites and promoting consistency in administrative functions. Responsibilities As a Supervisory Administrative Specialist, you will: Lead administrative services and office management support for day-to-day operations of NETL's Research & Innovation Center (RIC). Perform a full range of supervisory functions to administrative staff matrixed to support RIC organizational elements across three different research sites. Functions include assigning work, evaluating performance, and supporting development opportunities. Coordinate administrative support accessed via contract including identifying scope and monitoring performance. Promote consistency in administrative functions across RIC and ensures that practices and procedures are known and followed by staff. Provide expert administrative advice, guidance, and support to the Associate Director for Research Planning & Delivery. Participates in Directorate staff deliberations and decisions as required. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-9 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Providing leadership and mentorship to colleagues. Using automated systems to generate reports, documents, and presentations. Ensuring that information is accurate and consistent and using such information to resolve administrative issues and/or debates. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Human Resources Management, Communications, Public Administration, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
